� �29 <br /> (The Council recessed from 8 55 to 9 05 p m) <br /> Public Hearing - Appeal from the denial by the Plamm �g Commi�ssion <br /> of application for Use Permit to establish a used <br /> merchandise store at 660 Veterans Boulevard - The <br /> ' Salvation Army, appellant <br /> City Attorney Schricker stated that upon his advice, Councilmen Bury <br /> and Leipzig will abstain from participating in discussion and voting <br /> on the sub�ect appeal, inasmuch as they are members of the Board of <br /> Directors of The Salvation Army <br /> Mayor Barrett declared open at 9 10 p.m the sub�ect public hearing. <br /> Deputy City Clerk Reggetts reported the Affidavit of Publication of <br /> Notice of Hearing and Affidavit of Mailing are on file in the office <br /> of the City Clerk <br /> Planning Director Schroeter commented and replied to questions by <br /> Council advising that if the use were a normally conditionally <br /> approved use under the Zoning Ordinance, the conditions listed in <br /> the Planning Staff report of May 2, 1978 would suffice However, <br /> it is not a conditionally approved use and the Planning Commission <br /> did not agree that it should be allowed <br /> Mr Schricker advised in response to question by Council that any <br /> Use Permit can be reviewed at any time for revocation, that once <br /> granted, the use is permitted and review would only be for cause, <br /> i e , a violation. <br /> ' Sal Iniguez, 1039 Twin Oak Court, Redwood City, Building Designer, <br /> responded to questions regarding proposed signs, displaying a <br /> rendering of a proposed sign which he described as a low, solid type <br /> sign, 4' x 4z' <br /> Ma,7or George Duplain, 1500 Valencia Street, San Francisco, described <br /> the pro�ect and responded to questions by Council, indicating that <br /> their present location onMain Street in Redwood City is rented and <br /> is not representative of the kind of operation proposed for the new <br /> location He advised that whenever they build on a new site, they <br /> have eliminated the dump boxes and it has not created any problems, <br /> and described their procedures for receiving donations He stated <br /> that many people in various economic levels use their services, <br /> that they have upgraded their methods of inerchandising and have <br /> been welcomed throughout the country <br /> Responding to additional questions by Council, Ma,7or Duplain indicated <br /> that collections would be in other locations in the City where they <br /> have placed trailers on large parking lots, with an attendant on duty <br /> Sal Iniguez (see above) described the architecture and landscaping, <br /> and indicated that there would be no trucks in the back, and only <br /> one delivery per day <br /> ' John Rosselli, 950 Nob Hill Road, spoke in support of the applica- <br /> tion, providing some historical background of The Salvation Army's <br /> begimm �gs in Redwood City and describing various community services <br /> offered He indicated that he believes the store would be an income <br /> producer for the City <br /> - 5 - Reg Mtg. <br /> 5/22/78 <br />
