2�0 <br /> - - . <br /> Albert Lindsey, President, Larwood Mark Company, 633 Veterans_Boule- <br /> vard, spoke in opposition to the granting of the Use-Permit, believing <br /> that th�s location would be inappropriate and that people would be <br /> dumping their discards outside the building <br /> Zuma Francis (see above) spoke in support of the location for the ' <br /> store, and mentioned the unkempt appearance of certain other facilities <br /> on Veterans Boulevard <br /> Wes Dawe 79 Buena Vista Terrace, San Francisco, spoke in support of <br /> the Use Permit application, stating that rn his experience, designs <br /> for the stores have been exemplary, and did not believe that�the <br /> type of materials handled would cause the area to_be downgraded. <br /> City Attorney Schricker noted that seven photographs of the proposed <br /> site had been c�rculated among the Council members, and.stated <br /> they are to be made part of the record <br /> Lt M�chael Sheppard, The Salvation Army, Clinton Street,�described <br /> the facility on Clinton Street which they took over many years�ago, <br /> and their successful efforts in rehabilitating the building, as well <br /> as a deteriorated house on Jefferson which they have into one <br /> of the better houses on the block, which had formerly been _the site <br /> of dru9-related and police problems, and assured Council of their <br /> pride in the City and concern with respect to their image, that <br /> because they are buying the property, rather than renting,.they will <br /> have_better control over the appearance of the lot. <br /> Jack Bilok 1238 Foothill, Board Member, The Salvation Army, advised <br /> with regard to concerns about dumping discards, that they will see ' <br /> to it that the site is properly kept up. <br /> Rick Richardson Board Member and chairman of the Site Committee, <br /> described their efforts to find the ideal location, and that there <br /> is nothing else suitable available in Redwood City He commented <br /> on the activities of The Salvation Army and on the fact that they <br /> provide food and clothing free of charge, that when people in need <br /> go to the Police for help, since the City has no welfare department, <br /> the natural thing to do �s call on The Salvation Army <br /> Mayor Barrett invited anyone else present who wished to speak to do <br /> so No one wished to speak <br /> MOTION Councilman Biagi moved, seconded by Councilman Chandler,.to <br /> close the public hearing. <br /> The motion carried unanimously by voice vote The public hearing <br /> was closed at 9 45 p.m <br /> MOTION Councilman Biagi moved, seconded by Councilman Rhodes, to <br /> reverse the action of the Planning Commission, and that the appeal <br /> of The Salvation Army from denial by the Planning Commission of <br /> application for Use Permit to establish a used merchandise store at <br /> 660 Veterans Boulevard, be granted, sub,7ect to the 9 conditions <br /> recommended by staff, plus one additional (10) to require closing ' <br /> off and securing with chain the parking lot during the hours the <br /> store is closed <br /> Reg Mtg -6- ' <br /> 5/22/78 <br />
