None <br /> Officials and staff present City Manager Fales, City Attorney <br /> Schricker, Assistant City Manager Smith Director of Finance Ference, <br /> City Clerk Hildebrand and D�rector of Public Works Pusich, Planning <br /> Director Schroeter, Parks and Recreation Director Weeks, City <br /> Librarian Vollmayer, Chief Building Official Gyselbrecht, Buildings <br /> and Transportation Director Balsamo, Police Chief Bold, Fire Chtief , <br /> Keller. <br /> PROPOSITION 13 ALTERNATE BUD6ET <br /> ' Mayor Barrett stated that in view of the massive reduct�on in general <br /> revenue wh�ch would result from the passage of Proposit�on 13 and the <br /> correspondingly massive municipal service reductions which would there- <br /> fore be required, it is necessary for Council to consider a Proposi- <br /> tion 13 Alternate Budget He noted the Charter requires adoption of <br /> the budget by June 30 <br /> City Manager Fales referred to his budget message (pp i-iv) noting <br /> the difficulties in preparing the Alternate Budget because of the <br /> many ambiguities in Proposition 13 and the lack of knowledge as to <br /> whether any of the lost revenues will be available to cities from <br /> other sources Mr. Fales advised that it was necessary to make some <br /> assumptions as to what those sources might be and the manner in <br /> which any funds might be allocated He pointed out that the assump- <br /> tions are based upon logic, not fact, and may well be incorrect <br /> Mr. Fales commented concerning the fact that other �urisdictions <br /> with which the city has relationships will also be adversely affected, <br /> by passage of the proposition which will affect Redwood City. He <br /> noted, for example, that the Belmont Fire District expects to be <br /> forced to close a station which serves Redwood Shores which would <br /> increase response time to that area. He observed also that distri- <br /> bution of any property taxes which might come to the City could be <br /> delayed by the anticipated lengthy litigation expected to occur if � <br /> ' the proposition passes <br /> In response to question as to when money derived from property tax <br /> is spent, Mr Fales advised that the money is utilized during the <br /> Budget <br /> Study <br /> 6/3/78 <br />
