236 , <br /> � <br /> �� <br /> :� <br /> .� <br /> fiscal year' in which it is collected and',. contrary to statertients which <br /> have been made, taxes collected in` April�will have been used by the <br /> end of June'• Mr Fales observed that some c�ties must issue tax an- <br /> ticipatiom notes pending receipt of tax collections. <br /> In respons`e`to question, Mr. Fales advised that bond service has ' <br /> been made by other than property tax funds, but since they are eligible <br /> to be serviced that way the recommendation is that the City arrange <br /> to do so. <br /> Discussion�fol'lowed concerm ng whether or not the City would continue <br /> to provide any fire protection for County Service Area No. 8, since <br /> the County would not have the funds to pay for it, where the responsi- <br /> bility for fire protection of the area might lie, whether the Fire <br /> � Department will remain intact depending upon the revenues available <br /> to the City, and whether the Midpeninsula Regional Open Space <br /> District should receive any funds if public safety services have to <br /> be sacrificed. <br /> Mayor Barrett sug9ested that Council cons�der the basic assumpt�ons <br /> and address some issues at th�s t�me and then, if Proposition 13 <br /> passes, meetings could be scheduled for cons�derat�on of a budget. <br /> Mayor Barrett noted that the public should be urged to participate �n <br /> such sessions. <br /> City Manager Fales pointed,out that the Charter requires adoption of <br /> the budget during June, so that the deadline for approval of some kind � <br /> of budget ordinance is June 19, 1978 w�th final adoption on June 26 "' <br /> He adv�sed that if Proposi`ton 13 passes, it w�ll be necessary to con- ' <br /> duct another public hearing on Revenue Sharing expenditures. <br /> Discussion followed concerning the manner in which a budget might be <br /> adopted in vir,`•.� of the many unknowns which would exist regarding <br /> revenues to b�received by the C�ty and whether d�fferent contingent <br /> budgets might'.;be prepared. <br /> r� <br /> In response to�question, Dir�ctor of Finance Ference advised that a <br /> self-insurance trust fund exists and it is not recorronended to be used <br /> for anyth�ng else It was acknowledged that the Alternate Budget <br /> would enhance liability exposure because of decreased service, shut- , <br /> down fac�lities�, etc , <br /> In response to comment and question regarding any cuts in public <br /> safety budgets, Mr. Fales adv�sed that the Alternate Budget being <br /> proposed makes no cuts in Pol�ce and fire, but it anticipates some <br /> revenue from property taxes. He advised that if no such revenue is <br /> received, then cuts totaling some $400,000 would have to be consid- <br /> ered even after an additional reduction of over $575,000 was made <br /> in other departments. Mr. Fales pointed out the City has only some , <br /> $200,000 in reserve. <br /> Lengthy discussion followed and Mr Fales commented and replied to <br /> questions concerning the amount which might be saved by use of a <br /> four-day work week for other than Public Safety serv�ces, whether , <br /> an emergency could be declared for the enactment of new taxes; <br /> whether a"new" tax would be regarded as a tax not previously <br /> thou9ht of or merely an increase in an existing tax or a`tax �n use <br /> Budget _z_ <br /> Study <br /> 6/3/78 <br />
