Budget for 1978-79 already approved by Council <br /> were listed in one column, those for the Proposition No. 13 Alternate <br /> Budget in the next, and the difference in the third. He commented ' <br /> concern�ng the urgency for a decision regarding the Summer Program. <br /> Mr. Fales referred to the memorandum addressed to him from the Parks <br /> and Recreation Director, dated June 8, regarding the Alternate <br /> - Budget and Summer Program and comnented concerning the activities <br /> included (1 Sunaner Playgrounds, 2. Sunoner Day Camp, 3. Youth Sports <br /> Camp, 4. Sequoia Program, 5. Special Needs Program, 6. Red Morton <br /> Center; 7. Supervision) <br /> In response to question, Mr. Fales advised that cleanup following the <br /> program outside is done by the supervisors, and inside, it is part <br /> of general building maintenance. <br /> Discussion followed and Mr Fales and Director of Parks and Recreation <br /> Weeks correnented and replied to questions concerning the possibility <br /> of charg�ng adequate fees so that the programs would be self-sustaim ng, <br /> whether or not the number of participants would greatly decline, the <br /> fact that some 900 participants were anticipated for the Summer <br /> Progam; whether service groups, the YMCA, the Salvation Army or churches <br /> might handle the programs on a voluntary basis, the lack of time to <br /> make any such arrangements this year, the fact that the YMCA and <br /> Salvation Army programs cannot now handle their own applicants, the <br /> need for comnitrnent from volunteers if any such program is to be <br /> successful, the supervis�on and orga m zation required in working with_ <br /> with volunteers also, the fact that it has taken years to build up the ' <br /> recreation programs in which the City took pride, the need for staff <br /> and their expertise to train willing volunteers, the fact that much _ <br /> of the recreation staff is being proposed to be eliminated, and the <br /> considerations with regard to liability if volunteers were used. <br /> MOTION. Councilman Biagi moved, seconded by Councilman Chandler, to <br /> eliminate the entire Summer Program for 1978. <br /> CLARIFICATION: Councilman Biagi stated that at such time as dollars <br /> might be available to conduct a surtaner program consideration should = <br /> be given to bringing back such a program, but that at this time the <br /> C�ty does not know what funds will be available. <br /> AMENDMENT At the request of Counc�lman Bury, Councilman Biagi, with <br /> the consent of his second, accepfed the following amendment to his <br /> motion provided its implementation does not cost the City one cent <br /> to make every effort to seek to have some organizations accept some <br /> of the summer programs for handling on a volunteer bas�s. <br /> City Attorney Schricker cautioned that "until such time as funds may <br /> be available" should not be included in motions to eliminate programs, <br /> noting that even if funds become available at some future date, it <br /> might be impossible because of time and costs involved to add back. <br /> programs. , <br /> Budget _Z_ <br /> Study <br /> 6/10/78 <br /> Budget <br /> Study <br /> 6/10/78 <br />
