� 5 �- <br /> Discussion continued concerning the prospective loss of needed programs, <br /> the fact that much of what the City does depends upon other agencies <br /> such as the County, State and federal governments, and the possibility <br /> of interesting the 49ers or other sports organizations in support of <br /> youth sport programs. <br /> ' The motion as amended carried unanimously by voice vote. <br /> Personnel Director Brock distributed a list of present vacant positions, <br /> noting that some of them are among those proposed to be eliminated. <br /> Mr. Fales advised that there �s no intention of attempting to fill the <br /> vacancies until consideration of the budget is complete, and in response <br /> to question, agreed that it is preferable to reduce staff through <br /> attr�tion rather than layoffs. <br /> Tn response to questions regarding the duties of Park Leader, Mr Fales <br /> and Mr Weeks advised that the person does the same work as the gard- <br /> ner/caretaker but leads the crew in having responsibility for the <br /> assignment, following schedules, etc. and is represented by the union <br /> In further response to question, h1r. Weeks advised that members of <br /> Civic Cultural Cormnission personally do a great deal in connection <br /> with the�r programs, but that some organization must be done through <br /> the Recreation Supervisor to assist them. He advised that they have <br /> become active in the new Multiethnic Arts group and that the Downtown <br /> Association may take over the Brown Bag Opera Program <br /> In response to question regarding the proposed discontinuance of the <br /> lease of Le Blanc and Brizee Parks, Mr Weeks advised that the City <br /> was previously advised the cost of the properties would be in excess <br /> , of $90,000 which the City could not afford It was pointed out that <br /> the City has acquired 22 acres of new parks which must be maintained <br /> with no employees added to do so and productivity reports indicate <br /> they are work�ng at 98% of capacity now. <br /> Discussion followed concerning the level at which it will be possible <br /> to maintain C�ty landscaping and parks, the possibility of charging <br /> for the use of recreation facilities at hours when they are not open <br /> to the public, and the intention of eltminating the contract cus- <br /> todial serv�ces so that City custodial employees could be in the <br /> buildings if they are used. <br /> Jeff Dinkin, Field Representative, Service Employees Union International, <br /> Local 715, commented concerning the Build�ng Ma�ntenance worker positions <br /> which are being deleted and the duties of the Senior Park Craftsman. <br /> Mr. Weeks described how duties will be handled in those posit�ons. <br /> Mr. Dinkin urged consideration of user fees for tree trirtem ng service. <br /> In response to comnent that the Peninsula Celebration Assoc�at�on w�ll <br /> fund the entire Fourth of July Parade and fireworks, gratitude was <br /> expressed to the PCA, and it was noted that their letter permit will <br /> be worded to reflect that they will pick up the entire cost and the <br /> City will bill them following the event. <br /> i <br /> -3- <br /> I <br /> Budaet <br /> Budget Study <br /> Study 6/10/78 <br /> , 6/10/78 <br />
