�55 <br /> during the depression years in the 1930's when services were cut <br /> or reduced <br /> City Attorney (p. 9) <br /> ' City Manager Fales noted the Attorney's office may require addi- <br /> tional personnel as a result of the passage of Proposition 13 <br /> Discussion followed concerning where office hours should be <br /> reduced further than those suggested, the anticipated workloads <br /> from the Planning Department and the Port, and the likelihood of <br /> a need for outside services if the workload increases and delays <br /> become too long in handling legal work , <br /> John Roselli (see above) stated he does not believe the reductions <br /> will affect the workload of the Attorney's office to any great extent. <br /> It was explained that there is every reason to believe legal work <br /> w�ll greatly increase for a number of reasons related to Proposition <br /> 13 and that the Attorney's office is already ti�orking at full capacity <br /> Personnel (p 10) <br /> Comment was made concerning the need to maintain affirmative action <br /> programs, and that the enforcement personnel associated with the <br /> allocation of Revenue Sharing Funds will be looking at City efforts <br /> Buildings and Transportation (pp 11-12) <br /> City Manager Fales advised that in addition to the personnel reduc- <br /> � tions, the department will be eliminated and its work assigned <br /> elsewhere In response to questions, Mr Fales and Assistant City <br /> Manager Smith stated that studies involving use of private firms <br /> for printin9 indicated the cost would be substantially greater for <br /> several reasons <br /> Library (pp. 27-29) <br /> City Manager Fales advised that in accordance with the City Charter, <br /> the Library is entirely funded from property tax and proposed <br /> service reducttons are large end include closing of branches, <br /> reduction of hours and personnel and elimination of library programs. <br /> In response to question, City Librarian Vollmayer advised that the <br /> Library Board has considered the proposed reductions and �s rn dQree- <br /> ment with them at this time <br /> Discussion followed and Mr Fales and Mr. Vollmayer commented and <br /> replied to questions regarding the possibility of user charges for <br /> nonresidents, the funds available to the City at this time because <br /> of service to nonresidents; the fact that the City will not be <br /> eligible for funds under the new California Libraries Services Act <br /> if a nonresident fee is charged, the anticipated income from that <br /> source, the poss�bility of making a nominal charge for library service <br /> , to all users, the history of the free public library in the U S., <br /> the evident intentions of those who favored Proposition 13 with regard <br /> to l�brary service which is supported by property tax, the ad,7ust- <br /> ments of library hours in order to service citizens at different times <br /> -7- <br /> Budget <br /> Study <br /> 3udget 6/10/78 <br /> itudy =u e: <br /> i/ 10/ 78 <br />
