254 . . , , <br /> - � e <br /> pro�ection of income from sales tax might result in an increased <br /> pro�ection which could cover the cost of the parks, the likelihood <br /> that the funds must come from reserves, and the desire for certain <br /> information which can be obtained from the Parks and Recreation <br /> Department relating to costs. , <br /> Bill Paulson, Recreation Super�ntendent, pledged the expertise <br /> and assistance of staff to attempt to work in the community to come <br /> , up with some programs and reported concerning the probable intent � <br /> of the First Christian Church to take over the Stafford Park <br /> Sumner programs. <br /> (The Council recessed from 12•00 to 2:10 p m, w�th the motion <br /> pending.) <br /> City Manager Fales reported that the total cost of the lease for <br /> the two parks plus the cost of maintenance is expected to be $9,662 <br /> during 1977-78. <br /> The motion carried by ma,7ority voice vote which Mayor Barrett <br /> determined to be 3 to 2. <br /> Mayor Barrett stated Council will proceed to consider budgets for <br /> other departments on a preliminary basis with the possib�lity of <br /> reconsidering the proposed reduct�ons later. <br /> City Council (p 1) <br /> It was noted that the proposed reduction of $6,250 would reduce travel ' <br /> needed to lobby at the federal and state level for funds, grants, <br /> etc which has been extremely effective and productive for the City <br /> in the past. <br /> C�ty Clerk (p. 5) <br /> _ Finance (p.p 6-8) <br /> In response to question regarding the lease of the UCB office space <br /> occupied by the department, Mr Fales advised the lease has a year to <br /> run and a premium would have to be paid to cancel it. He also advised <br /> it would be expensive to move the computer equipment which requires <br /> special handling and a�r conditioning, etc., but that cost of a move <br /> will be explored later. <br /> Cormnent was made concerning the need to maintain a reasonable reserve <br /> fund in view of the uncerta�nties faced by the City, and, in response <br /> to question, City Attorney Schricker advised that it is not possible <br /> to make the City insolvent in order to become �udgment-proof <br /> Jeff Dinkin (see above) inquired concerning details of certain figures. <br /> John Rosselli (see above) suggested the people want all of the reserve , <br /> to be spent now. <br /> Mr. Fales commented concerning the possible rise �n claims because of <br /> the reduction of service levels, noting that such a rise occurred <br /> - 6- <br /> Budget <br /> Study <br /> 6/10/78 <br />
