It was pointed out that contrary to � <br /> � the suggestion of Ms. Jackson that street improvements were <br /> being undertaken to provide easy transit for vehicles of resi- <br /> dents of•high income areas through these low/moderate income <br /> areas that the City has addressed every item on the List which ' <br /> , had a higher priority and that the street improvements are the <br /> project currently to be considered. <br /> Ms Jackson apologized for not having done adequate homework on the <br /> status of pro,7ects on the List, acknowledging that she was not aware <br /> of the status of any of the named pro�ects. <br /> Comment was made that improvements to streets, curbs and gutters of <br /> ' older, deteriorating neighborhoods not only tend to rehabilitate and <br /> upgrade the area because of improved appearance, but that many hazards <br /> are removed, and that th� neighborhoods presently being �mproved are <br /> rather generally regarded as low income areas. <br /> Mr. Fales stated for the record that if Ms. Jackson•should file `a coin- <br /> plaint regarding use of the CDBG funds based on her personal conclu- <br /> s�ons regard�ng expenditures of block grant funds, then the community <br /> �should be advised that the sub�ect application may not be approved. <br /> In response to Ms. Jackson's remarks suggesting Counc�l had a hostil`e <br /> attitude toward her questioning, comment was made that what was being <br /> expressed was not hostility but frustration and disappointment th <br /> in ��te of the City's long time commitment to low/moderate �ncome <br /> housing that someone who might be expected to be at least acquain`ted <br /> , with the pro�ects is ignorant of how much has been accomplished. It , <br /> was suggested that other cities in the area be encouraged to match <br /> Redwood C�ty's record in attempting to solve certain human problems <br /> Cliff Boxley, Target Education and Welfare Council, Inc., distributed <br /> a letter subm�tting a proposal for use of HCDBG funds for a Housing <br /> Assistant Counseling pro�ect under the administration of h�s agency. <br /> � Mr. Boxley described the need for such a pro�ect. <br /> Mayor Leipzig determined that it was the consensus of Council that <br /> the letter from Mary Helen McMillan, Target Education & Welfare <br /> � Council, Inc of January 23, 1978 regarding the Housing Assistance <br /> Counseling pro,7ect be referred to the Housing and Human Concerns <br /> ' Cortmittee. (Memo 1/24%78) <br /> Sally Salinas, Senior C�tizens Drop-In Center, thanked City staff for <br /> their assistance in preparing the proposal for the handyperson ser- <br /> vice. Miss Salinas reported that the program for low income sem ors <br /> has been very successful and is being expanded to service all low <br /> tncome persons She noted it is important that all eligible persons <br /> �are aware of the availability of the service and stated that assis- <br /> �ance is needed to implement the program, suggesting that a CETA <br /> position might be possible. <br /> Assistant City Manager Smith advised that the Senior Drop-In Center <br /> started the handyperson service which has been funded through CETA ' <br /> Mr Smith noted that CETA personnel are obtaining ,7ob training and <br /> °can continue in the ,7ob only a certain length of time and for that <br /> reason the service has been included in the block grant since housing <br /> rehabilitation is �nvolved. <br /> , Reg.Mtg -4- <br /> 1/23/78 � <br />
