Senior Citizen Center- Red Morton Commun�ty Park " Last <br /> year the City entered into compl�cated negotiations with the <br /> federal and state governments ��volving City acqu�sition of the <br /> ° National Guard Armory in exchange for land and money which will <br /> result in establishment of a senior center in the Cotrenunity Park. <br /> It was pointed out that Assemblyman Arnett introduced a bill in <br /> the State Legislature last week which will implement the arrange-, <br /> ments with regard to State participation. ' . <br /> , � <br /> "6. Land banking. City purchases land and holds for future <br /> use by developers of Housing for low-moderate income persons <br /> at original purchase, thus eliminating the appreciation factor <br /> and helping reduce per unit cost." Mobil Oil Estates (Redwood) <br /> Limited has offered some eight acres at a value of approximately <br /> $600,000 for such purpose, the Housing Concerns Committee has <br /> devoted much time to attempting to make use of it, but the <br /> federal government would not support the City's application <br /> to do so. It was pointed out further, that if it has not been <br /> poss�ble to undertake the pro�ect with free land, it could not <br /> be expected the pro�ect would be much more successful by tying <br /> up block grant funds which are needed elsewhere. <br /> "7. Job Training and Employment Program." The City had the <br /> ' first public ,7ob training program in the area involving par- <br /> ticularly the Police, F�re and Parks and Recreation Departments, <br /> and the C�ty is a direct sponsor of the Commun�ty Education and <br /> Training Act (CETA� and, therefore, has no need to use block <br /> grant funds wh�ch are needed elsewhere when funds for the same <br /> _ purpose are available from another source. <br /> "8. Development of bikeway system, $180,000." It was possible <br /> � to use other than block grant funds to develop the comprehensive <br /> bikeway system plan which is one of the first such plans in the <br /> area, but the cost of implementation of any such plan far ex- <br /> ' ceeds the City's ability to pay for it either from block grant <br /> or other funds at this t�me. <br /> "9. Hoover School park pro�ect." Plans for the pro�ect are in <br /> this year's budget. <br /> "10 Grants to community based organization to construct and <br /> maintain mini parks in the East Redwood City area " The pro�ect <br /> has been pursued with other than CDBG funds and the leases on <br /> Brizee and LeBlanc Mini Parks were �ust renewed. <br /> "11 Drug and alcohol abuse program." Such programs are not <br /> elig�ble for block grant funds, although that may not have been <br /> ' known at the time the List was prepared. <br /> "12.
