a 4
R
-- --i
Mr. Stango (see above) suggested there is a discrepancy in some in-
stances between the assessed value of developable residential properties
, and the value placed on the land of a parcel on which a house has been
constructed. Mr. Ference explained that in certain cases such lots may
appear similar to neighboring lots, but they have not been buildable
because of water problems, etc.
Mr. MacQuarrie (see above) stated that he has been aware of sonie such '
lots, but that those of concern to RSHA are lots in developments vrhere
those which had homes constructed on them as of March 1 had much higher '
land values placed on them than on vacant adacent lots which have since
been built upon. Mr. Strom said that the difference should be between
one and two thousand dollars, but Mr. MacQuarrie cited examples of lots
where the difference was $10-15,000 and offered his list of such properties
to Mr. Strom for further investigation
Mr Warren (see above) sketched on the blackboard to indicate where some
value differences may lie. ,
Comment was made concerning previous poor experience with the quality
of work performed by the representative of Marshall & Stevens assigned
to the City and that t was hoped that situation had been improved
It was suggested that whle some small percentage of error might be
reasonable, the City is not prepared to accept another similar situation
wth the outside appraiser.
Discussion follotved and Mr. Fales, Mr Ference and Mr. MacQuarrie com-
mented and replied to questions concerning investigation of any alleged
nconsstencies n valuation. Mr. MacQuarrie provided his list of the
parcels in question, and Mr. Warren offered assistance in identifying
them and advising of any present plans for undeveloped parcels.
CONSENSUS Mayor Barrett determined that it was the consensus of Council
that the investigation of possible assessment inconsistencies be made
and the report considered by Counctl before District taxes are equalized. -
Fld,7ournment
MOTIqN. Director 6iagi moved, seconded by Director Norris, to continue
the meeting of the Board of Equalization until 4•00 p m, Monday,
August 28, 1978 in the Community Activities Building
The motion carried unanmously by voice vote
The Board of Diectors ad,7ourned at 11 30 a.m.
(NOTE• A General Meeting of the Qoard of Dtrectors of GID No. 1-64
wtll take place at 7.30 p.m , Monday, August 28, 1978 in the Board of
Supervisors Chambers, 401 Marshall Street.)

' Bd/Equal
" 8/21/78
