Biagi, Bury, Chandler, Leipzig, Norris, Rhodes and <br /> Chairman Barrett <br /> Directors absent• None I <br /> i � <br /> Officials and staff present: City Manager Fales, Assistant City Manager � <br /> Smith, Assistant City Attorney Maloney, City Clerk Hildebrand <br /> GENE MEETING <br /> Cha�rman Barrett observed that the meeting had been called for the purpose � <br /> of considering general matters relating to the District. He called attention <br /> to the correspondence dated August 2 and 22, 1978 rece�ved from Marty Stango, " <br /> President of the Redwood Shores Homeowners Association (RSHA). <br /> � Proposed Advisory Group , <br /> Marty Stango, President of RSHA, referred to his letter of August 2 request- <br /> ing the Board to consider the establishment of an advisory group to the Board <br /> and to his letter of August 22 enclosing his position paper regarding forma- <br /> tion of such a group, its proposed composition and the benef7ts it is suggested <br /> would be der�ved from �t. <br /> � <br /> Discussion followed and Mr. Stango commented and replied to questions concerning � <br /> whether or not it is desirable or reasonable for any area of the City to have <br /> an advisory group; the fact that any citizen or group of c�t�zens may approach <br /> Council w7thout need for special representation; the fact that people have <br /> baen asking for less government rather than adding a new layer by establishing � <br /> an advisory group, the fact that the financing arrangement of Redwood Shores <br /> is significantly different from that of the rest of the City and the advisory <br /> group would address itself only to those matter affecting the District and not <br /> to general City matters, the fact that present membership in RSHA is about 50Y � <br /> o€ those 1iv7ng at Redwood Shores; whether or not most members favor estab- . <br /> ]ishment of an advisory group, the need for a conduit for co�nunication be- <br /> tween property owners of GID No. 1-64 and the Board of Directors; the possible <br /> response of an advisory group if the Board did not accept its advice, the • <br /> des7re of property owners for adequate representation whether or not their � <br /> adv�ce is accepted; whether or not additional City staff time might be re- <br /> � quired if such a group is formed, and whether the group might be able to <br /> assist staff from time to t9me. <br /> Don_Warren, President, Mabil Oil Estates (Redwood) Limited, referred to his <br /> �Lter of Atauust 25, 1978 supporting the recommendat�on of RSHA that an ad- <br /> v�sory group be formed. Mr. Warren polnted out that Redwood Shores aiso � <br /> includes people who rent homes and Marine World.
