4 <br /> . � � 0 � <br /> `- �J <br /> activity increases and that it is desirable to have an establ�shed means for <br /> those with an interest in the District to comnum cate with the Board. <br /> Director Norris stated for the record that he has been on record since 1973 <br /> 7n favor of the establishment of an advisory group and understands that the <br /> management of Marine blorld also supports the idea. <br /> h101'ION• Director Norris moved, seconded by Director Chandler, to approve the � <br /> establtshment of an advisory group for GID No. 1-64 composed of seven members <br /> whose function will he to act as advisor to the Board of Directors on Distr�ct �� <br /> matters. <br /> It vaas suggested that a specific charge be made to the group and possibly it <br /> should be given a one-year existence to be renewed if the evidence ind�cates <br /> its existence 7s �ustif�ed. <br /> AMENDMENT: Dzrector B�agi moved to take establishment of an adv�sory group <br /> � under consideration until details can be �orked out; that the compos�tion <br /> of the group go beyond that recomnended by Mr. Stango in his position paper <br /> to include two representatives from Mobil, one representative from RSNA and, <br /> as representatives of new residents, one member each from the Bren develop- <br /> ment, the Broadmaor development and the new cooperative; that the group'be <br /> set up on a one year basis to determine tf it is needed; and that the charge <br /> to the group be directly related only to issues concerning GID No. 1-64. <br /> Discussion followed and Mr. Fales commented concerning the desirability of <br /> ' spelling out the charge to the proposed advisory group and the need to <br /> �stimate the staff time which will be required when the charge has been , <br /> c��termi ned. <br /> CLARIFICATION. Director Norris advised that it is the intent of h�s motion � <br /> to approve the establjshment of an advisory group in concept only at this <br /> time; that he mentioned only that the group be composed of seven members, <br /> not that the composition for the group be that suggested by Mr. Stango, <br /> and that he suggests a group including the City Manager, and representatives <br /> of Mobil and RSHA develop a clearly aefined scope of duties, following which <br /> the Board of Directors can take final action on establishing the advisory <br /> _ group. <br /> AMENDMENT WITHDRAWN: Director Biagi withdrew his proposed amendment in view <br /> of the clarification of the motion offered by Director Norris. <br /> � ADDI7ION TO MOTION At the suggestion of Chairman Barrett and w�th the con- <br /> sent of his second, Director Norris added that the group to be appointed to <br /> develop the charge �o the advisory group and to make other recoirenendations <br /> regarding it be composed of Directors Norris and Biagi, City Manager Fales <br /> and representat�ves of PAobil and RSHA. <br /> Director Bury stated for the record that he is satisfied with the present <br /> , situation, noting �t �s diff�cult to discontinue such an advisory group <br /> should it be unsuccessful; that the res�dents of Redwood Shores can com- <br /> municate w�th the ¢oard and be heard and participate in decision-making <br /> now wythout any organ7zation; and that it may be an invitat�on ta other <br /> areas of the City to request similar groups be established. , <br /> ADDITION TO MOTION: At the suggestion of Chairman Barrett and with the � <br /> cons�nt of his second, Director Norr�s added that the group appointed to <br /> develap the charge and make other recommendations concerning the advisory <br /> group be asked to report back on October 2. <br /> The motion with the addttions carrried by ma�ority voice vote. <br /> ' (MINUTE ORDER N0. 78-209) <br /> _2_ � <br /> Bd/Directors <br /> GTD No, 1-64 <br /> 8/28/7� <br />
