�� <br /> Mayor Leipzig determined that it is the consensus of Council <br /> that the City Council meet in neighborhoods and that the City <br /> Manager be requested to set up a schedule for such meetings, <br /> generally following the neighborhood meeting order used by the <br /> Planning Commission so that all neighborhoods will be covered. <br /> ' It was pointed out that it may be desirable to consolidate some <br /> neighborhood meetings because of availability of facilities, <br /> attendance, etc (Memo 2/7/78) <br /> Comment was made concerning the possibility of establishing a <br /> zon�ng board which might relieve the Planning Commission of <br /> some routine matters and allow them to devote more time to <br /> general planning. Mr Fales noted that the sub�ect is under <br /> considerat�on but that some legal problems remain unresolved <br /> at present <br /> Councilman Barrett stated for the record that he would like to <br /> have establishment of a zon�ng board made a long range goal. <br /> In response to questions, Mr Schroeter requested that if <br /> Council members receive complaints or unfavorable comment <br /> concerning the time required to process developments, that he <br /> be advised in order to determine whether a problem exists in <br /> h�s office. It was pointed out that many of the problems <br /> which create processing delays lie with the developer and are <br /> not sub�ect to improvement by the City <br /> Discussion followed concerning the ABAG 208 (Environmental <br /> ' Management Plan) Program and it was noted that the Council <br /> of Mayors has taken the position of approving the amendment <br /> recommended by the city managers organization that the land <br /> use portion of the Program be eliminated. She stated that <br /> each city in San Mateo County has been asked to present <br /> material in writing to ABAG <br /> Human Services Program <br /> Comment was made concerning whether or not the City would wish <br /> to contribute funds to Halfway House in view of the serious <br /> accusations made in the courts against the operator of that <br /> facility; whether the service might be offered by another com- <br /> munity agency, and the fact that the Housing and Human Concerns <br /> Committee will be making budget recomnendations. <br /> Public Safety Program <br /> Law Enforcement - Corrnnent was made concerning the desirability <br /> of bringing back the "Crime Specific" unit to deal with crtme <br /> prevention, the budgetary considerations involved; the fact <br /> that federal funding for the program was requested but was not <br /> available, the desirabil�ty of involving citizens in crime pre- <br /> vention programs, the current efforts of CAPTURE to obtain an <br /> LEAA grant to fund a senior citizens crime prevention program, <br /> ' the efforts of the local chapter of AARP to put,together such <br /> a program for members, the difficulty of recruiting neighbor- <br /> hoods for crime prevenz�on programs, the willingness of the <br /> Police Department to assist neighborhood groups w�thin the <br /> capability of their limited manpower; and the possibility of <br /> having the City become a member of CAPTURE. <br /> -2 ' Budget <br /> Study <br /> 2/6/78 <br /> � <br /> — `, <br />
