90 � <br /> Fire Safety - Discussion followed and City Manager Fales and <br /> Fire Chief Keller cormnented and replied to quest�ons concerning <br /> consolidation in County fire departments to cut costs, the <br /> fact that some elements of fire safety are more amenable to con- <br /> solidation than others; the fact that Redwood City has been a <br /> leader in attempting to consolidate services with a view toward , <br /> the potential for savings; the eventual need to change fire <br /> service hours to the end that greater numbers of fire personnel <br /> are on duty at high incident hours w�th more minimal coverage <br /> at other hours; the need for higher fire prevention require- <br /> ments, and the impact on needed changes of demands of the <br /> insurance industry and the labor unions. <br /> Transportat�on Program <br /> Discussion followed and Mr. Fales and Director of Public Works <br /> Pusich commented and replied to questions regarding Southern <br /> Pacific freight tra�ns blocking downtown traffic at peak traffic <br /> hours, the fact that it has been suggested that freight rail <br /> lines be moved to the baylands in connection with construction <br /> of the new Dumbarton Bridge, the fact that there are some <br /> federal funds available for cities bisected by ra�lroads, the <br /> nominal amount which might be available and the phenomenal <br /> cost to improve the situation with overpasses and underpasses, <br /> and the fact that the goal of substantially reducing traffic <br /> accidents has been achieved <br /> � <br /> Comment was made regarding the low level of housekeeping by <br /> Southern Pacific of rights-of-way, the fact that consideration <br /> has been given to the County building e parkinq structure on <br /> City lot to increase available parking spaces, the fact that , <br /> some merchants are not willing to maintain the sidewalks in <br /> front of their businesses; and the complaints which have arisen <br /> because of the reduced street sweeping program adopted �n an <br /> attempt to cut the budget. <br /> Environmental Support and Protection Program <br /> No comment was made <br /> Leisure, Cultural and Information Services Program <br /> In response to comment concerning the use of a performance <br /> standards system relating to park maintenance standards which <br /> is designed by the American Institute of Industrial Engineers, <br /> �t was pointed out that computer manpower time would have to <br /> be committed to programming, that there have been unusual de- <br /> mands on computer time, that not all parks maintenance functions <br /> � are covered by the manual; and that the system continues to <br /> receive attention although it has not yet been possible to <br /> implement it. <br /> Policy Development and Implementation Program <br /> 1 <br /> ' No comment was made <br /> Organizational Support Programs ' <br /> In response to question regarding the use of synthetic oil in <br /> City vehicles, Building and Transportation Director Balsamo <br /> Budget -3- <br /> Study <br /> 2/6/78 <br />
