90 � Fire Safety - Discussion followed and City Manager Fales and Fire Chief Keller cormnented and replied to quest�ons concerning consolidation in County fire departments to cut costs, the fact that some elements of fire safety are more amenable to con- solidation than others; the fact that Redwood City has been a leader in attempting to consolidate services with a view toward , the potential for savings; the eventual need to change fire service hours to the end that greater numbers of fire personnel are on duty at high incident hours w�th more minimal coverage at other hours; the need for higher fire prevention require- ments, and the impact on needed changes of demands of the insurance industry and the labor unions. Transportat�on Program Discussion followed and Mr. Fales and Director of Public Works Pusich commented and replied to questions regarding Southern Pacific freight tra�ns blocking downtown traffic at peak traffic hours, the fact that it has been suggested that freight rail lines be moved to the baylands in connection with construction of the new Dumbarton Bridge, the fact that there are some federal funds available for cities bisected by ra�lroads, the nominal amount which might be available and the phenomenal cost to improve the situation with overpasses and underpasses, and the fact that the goal of substantially reducing traffic accidents has been achieved � Comment was made regarding the low level of housekeeping by Southern Pacific of rights-of-way, the fact that consideration has been given to the County building e parkinq structure on City lot to increase available parking spaces, the fact that , some merchants are not willing to maintain the sidewalks in front of their businesses; and the complaints which have arisen because of the reduced street sweeping program adopted �n an attempt to cut the budget. Environmental Support and Protection Program No comment was made Leisure, Cultural and Information Services Program In response to comment concerning the use of a performance standards system relating to park maintenance standards which is designed by the American Institute of Industrial Engineers, �t was pointed out that computer manpower time would have to be committed to programming, that there have been unusual de- mands on computer time, that not all parks maintenance functions � are covered by the manual; and that the system continues to receive attention although it has not yet been possible to implement it.
