91 <br /> advised that`25,000 miles per vehicle is the break-even point <br /> in savings and that in tests invotving two police cars, the <br /> laboratory suggested use of the oil should be stopped after <br /> 9,000 and 8,000 miles because of damage being done to the <br /> vehicles. <br /> ' Leisure Cultural and Information Services Program (see above also) <br /> Corr¢nent was made concerning the extreme popularity of soccer; <br /> its long season which overlaps that of other sports, the lack <br /> of fields for play and practice, the fact that fiscal con- <br /> straints would probably prevent the school district from making <br /> fields at schools to be closed available to the City for the <br /> use of soccer, the fact that school fields are in use for <br /> soccer now, and whether any possibil�ties exist for the City <br /> to make arrangements to make additional soccer fields avail- <br /> able at little or no cost. <br /> (The Council recessed from 11.35 a.m. to 1:35 p m.) <br /> PRELIMINARY REPORT RE FINANCIAL AND SERVICE IMPACT <br /> OF PROPOSITION 13 (�ARVIS-GANN INITIATIVE) <br /> City Manager Fales advised he will submit a proposed budget for all <br /> departments in accordance with Charter requirements and also an <br /> optional budget to be used if the sub�ect initiative passes. Be- <br /> cause of staff time involved, the optional budget will have to be <br /> submitted after the regular one which must be submitted not later <br /> ' than the first meeting in May <br /> Lengthy discussion followed and Mr. Fales commented and replied to <br /> questions concerning the desirability of considering the regular and <br /> optional budgets independently, the fact that consideration might be <br /> given to alternative sources of revenue in the event property taxes <br /> are to be denied to cit�es or greatly reduced, whether the first year <br /> following approval of the lnitiative will be the worst with more <br /> adequate funds being available later from sources other than property <br /> tax; whether a freeze on all hiring should be established, the fact <br /> that the C�ty's budget has been cut so much in recent years that very <br /> little reserve exists, whether a hiring freeze would apply to positions <br /> funded by other than property tax, the fact that the Police Depart- <br /> ment is presently below manpower needs, whether or not it is des�r- <br /> able at this time to consider alternative sources of revenue avail- <br /> able to the City such as utility users tax, admissions tax, etc., <br /> the likelihood of increased state income taxes, the fact that if <br /> cities are forced to rely upon grants from the State it can be ex- <br /> pected that such grants will have strings attached as to what use <br /> may be made of them which may or may not be in accord with the <br /> priorities of residents of the City, the fact that the Jarvis-Gann . <br /> Im tiative would become effective July 1, 1978 leaving only three <br /> weeks to consider and adopt an optional budget, and the fact that <br /> the City Manager must take a conservative approach to preparing a <br /> budget for the funds that might be available. <br /> Discussion continued concerning the manner in which citizens mi9ht <br /> � indicate what local government services they want and how they w�sh <br /> to pay for them, the fact that the Legislature does not seem to be <br /> able to respond in a reasonable period of time, the fact that if it <br /> _4_ Budget <br /> Study <br /> 2/6/78 <br />
