(memo 2/6/78) <br /> � Council members urged that any,unemployment should be tempered as <br /> much as possible and that the organization should be kept intact <br /> through salary cuts, �ob sharing and whatever other means may be <br /> ` possible. <br /> MOTION Councilman Rhodes moved, seconded by Councilman Biagi, to <br /> freeze hir�ng as of today until June 7, 1978 in all departments but <br /> Public Safety. <br /> Mr. Fales inquired as to whether the motion includes positions funded <br /> by gas tax, etc. and funds other than the General Funds, noting that <br /> in certain federally funded programs, tf money is not spent, it must <br /> be returned. <br /> PROPOSED AMENDMENT TO MOTION Councilman Rhodes stated he would <br /> except from his motion positions not funded by property taxes. <br /> Councilman Biagi, his second, refused to consent to the amendment. <br /> SUBSTITUTE MOTION Councilman Norris moved, that as positions be- <br /> come vacant during the current fiscal year that the City Manager <br /> refer them to Council before f�lling them. <br /> Mayor Leipzig ruled that the substitute motion is unacceptable be- <br /> cause �t changes the main motion <br /> ' The motion failed by ma�ority voice vote. <br /> MOTION Councilman Norris moved, seconded by Councilman Bury, to <br /> ,� z bring all present and future vacancies to Couneil prior to hiring to <br /> - determine whether they will be filled <br /> The motion carried by ma�ority voice vote. (MINUTE ORDER N0. 78-396) <br /> It was pointed out that the Charter requires the City Manager to <br /> submit a proposed budget under any circumstances and that he will <br /> do so based on what he determines resources to be.
