Councilman Biagi moved, seconded by Councilman Rhodes, <br /> that a hiring freeze be placed on the vacant position of Recreation <br /> Registration Clerk in the Parks and Recreat�on Department. <br /> It was pointed out that the posit�on, besides being self-support�ng, <br /> is expected to save taxpayers about $2,700 per year. <br /> The motion failed by maJority voice vote which Mayor Leipzig deter- ' <br /> m�ned to be two "Ayes" and five "tJoes." <br /> MOTION Councilman Biagi moved, seconded by Councilman Rhodes, to <br /> place a hiring freeze on the two positions of Building Inspector I <br /> in the Building Department. <br /> In response to questions as to whether the positions are needed yet, <br /> Mr. Fales stated that the sub�ect positions were authorized in <br /> , recognition of expected �ncreases �n development in the City and are <br /> not anticipated to be filled until the need for them develops. He <br /> noted that the positions are presently vacant and were brought to <br /> the attention of Council in accordance with the direction that he <br /> do so. <br /> - Mr Fales coirnnented concerning whether it is reasonable to attempt <br /> to make economies by freezing hiring in certain positions simply <br /> because the pos�tions have become vacant due to retirement, illness, <br /> persons leaving, etc and without regard to the relationship of <br /> those positions to the efficient operation af the ent�re organizataon. <br /> Mr. Fales noted that the positions were authorized in a minimal <br /> budget because they were �ustified and the fact that the incumbents <br /> may vacate them does not make them any less needed. Mr. fales ob- <br /> served that if cutbacks are made, the City's level of service will <br /> decrease and a lopsided organization will resuit, but that can be ' <br /> accommodated if Council wishes to direct a freeze on all h7r�ng <br /> He recorrunended against placing an arbitrary freeze on hiring for <br /> any particular position which happens to become vacant <br /> The motion failed on the following roll call vote <br /> Ayes Councilmen Barrett, Biagi, Rhodes <br /> Noes Bury, Norris, Vega, and Mayor leipzig <br /> MOTION Councilman Bia9i moved, seconded by Councilman Barrett, to <br /> aecept the recommendat�on of the City Manager and proceed with the <br /> summer recreation program and recruitment of the parttime seasonal <br /> personnel needed to implement it <br /> The motion carried unanimously by vo�ce vote <br /> (MINUTE ORDER N0. 78-43) <br /> Mr. Fales adv�sed that ir� recruiting personnel for the summer recre- <br /> ation program, the appiicants will be dealt with honestly and told <br /> of the circumstances under which they are being hired It will be <br /> made clear to them that if Proposition 13 passes in June, there will <br /> be no funds available for the program which will have to be terminated <br /> along with their ,7obs in connect�on with �t , <br /> MOTION Councilman Bury moved, seconded by Councilman Barrett, to <br /> approve the recommendat�on of the City Manager that the two Public <br /> Works Department Maintenance Worker appointments be filled <br /> The motion carrled by ma,7ority voice vote.
