Councilman Biagi moved, seconded by Councilman Rhodes, that <br /> a hiring freeze be placed on all of the positions listed in the City <br /> Manager's report of February 10, 1978 entltled "Personnel Matters, <br /> Other Positions" Zn the Parks and Recreation Department, the Build- <br /> , ing Department, and the Public Works Department <br /> City Manager fales pointed out that, wiLh the exception of the tem- <br /> porary summer recreation program positions, all of the pos�t�ons <br /> listed are fulltime, authorized positions which happen to be vacant <br /> now Mr. Fales advised that if Council wishes to conduct a summer <br /> recreation program, then applicants for the seasonal �obs associated <br /> with it must be recruited now. <br /> MOTION WITHDRAWN• In response to suggestion of Mayor Le�pzig that <br /> Council had agreed to consider each position separately, Councilman <br /> Biagi withdrew his motion. <br /> MOTION Councilman Rhodes moved, seconded by Councilnan Biagi, that <br /> a hiring freeze be placed on the position of Parks Supervisor in the <br /> Parks and Recreation Department. <br /> ' Yn response to question regarding the impact of the lack of a parks <br /> supervisor on softball and other programs, Mr Fales stated that <br /> the quality of all programs will deteriorate He noted that there <br /> are only two parks supervisor positions and since one of them is <br /> vacant, it has been brought to the attention of Council in accordance <br /> with direction, but there is no suggestion that the position is not <br /> needed. <br /> Discussion followed and Mr Fales commented and replied to questions <br /> as to the requirement that the Manager prepare the budget based on <br /> available funds, the fact that the budget for the current fiscal year <br /> has been adopted, the fact that it is well-known that the current <br /> � budget is very tight with the minimum number of positions authorized <br /> consistent with effective, efficient operat�on of the City, the fact <br /> that passage of the Jarvis-6ann Initiative (Proposition 13) would <br /> have a disastrous effect on the operation of local government re- <br /> quiring elimination of �any needed programs, the Pact that at this <br /> time it is necessary to operate with�n the status quo; and the in- <br /> creasing public knowledge that necessary programs may have to be <br /> eliminated. <br /> The motion failed on the following roll call vete• <br /> Ayes Councilmen Biagi, Rhodes <br /> , Noes Councilmen Barrett, Bury, Norris, Vega and Mayor Leipzig <br /> ; ' -4- ' Reg.Mtg. <br /> - 2/13/78 <br /> � <br />
