The motion failed on the foilowing roll call vote ' Ayes Counciimen Rhodes, Vega Noes Councilmen Barrett, Biagi, Bury, Norris and Mayor Leipzig MOTION. Councilman Biagi moved, seconded by Councilman Rhodes, that a hiring freeze be placed on all of the positions listed in the City Manager's report of February 10, 1978 entltled "Personnel Matters, Other Positions" Zn the Parks and Recreation Department, the Build- , ing Department, and the Public Works Department City Manager fales pointed out that, wiLh the exception of the tem- porary summer recreation program positions, all of the pos�t�ons listed are fulltime, authorized positions which happen to be vacant now Mr. Fales advised that if Council wishes to conduct a summer recreation program, then applicants for the seasonal �obs associated with it must be recruited now. MOTION WITHDRAWN• In response to suggestion of Mayor Le�pzig that Council had agreed to consider each position separately, Councilman Biagi withdrew his motion. MOTION Councilman Rhodes moved, seconded by Councilnan Biagi, that a hiring freeze be placed on the position of Parks Supervisor in the Parks and Recreation Department. ' Yn response to question regarding the impact of the lack of a parks supervisor on softball and other programs, Mr Fales stated that the quality of all programs will deteriorate He noted that there are only two parks supervisor positions and since one of them is vacant, it has been brought to the attention of Council in accordance with direction, but there is no suggestion that the position is not needed. Discussion followed and Mr Fales commented and replied to questions as to the requirement that the Manager prepare the budget based on available funds, the fact that the budget for the current fiscal year has been adopted, the fact that it is well-known that the current � budget is very tight with the minimum number of positions authorized consistent with effective, efficient operat�on of the City, the fact that passage of the Jarvis-6ann Initiative (Proposition 13) would have a disastrous effect on the operation of local government re- quiring elimination of �any needed programs, the Pact that at this time it is necessary to operate with�n the status quo; and the in- creasing public knowledge that necessary programs may have to be eliminated.
