The motion died for lack of a second MO7ION: Councilman Bury moved, seconded by Councilman Biagi, that , �tem no. 1 in the Summary of Recommendations of the Charter Review Comnittee relating to a real property conveyance tax be submitted to the electorate at the General Municipal Election on April 11, 1978, as follows 1. Submit an advisory measure to the electorate on the ques- tion of whether the real property conveyance tax enacted by Ordinance No 1679 should be repealed, and the docu- mentary transfer tax permitted under the Revenue and Taxation Code reenacted Adopt, in connection with the foregoing, a resolution of the City Council expressing the intention to enact legis- lation in accordance with the vote of the electorate on i the advisory measure The motion carried unanimously by voice vote (MINUTE ORDER N0. 78-3) MOTION. Councilman Barrett moved, seconded by Councilman Norris, that a committee be established comprised of Council members and members of the public to be appointed by the Mayor to develop City Council policy regarding selection of the Mayor. CLARIFICATION Councilman Barrett stated that it is his intent�on that the cortunittee is to be an ad hoc committee and that the Mayor ' will appoint the entire committee.
