_ _�_ <br /> � � 55 <br /> - �, <br /> , � <br /> : <br /> Comnent was made that the very desirablelcitizen participation <br /> and the need to keep the Charter currentfinvolves a certain amount <br /> of expense from t�me to time. � <br /> MOTION: Counc�lman Norris moved, seconded by Councilman Rhodes, <br /> that items nos. 2 through 12 in the Summary of Recortmiendations of <br /> ' the Charter Rev�ew Committee be submitted to the electorate at the <br /> General Municipal Election on April 11, 1978, as follows. <br /> y 2, Amend Section 3-1/2 of the Charter to allow the City to <br /> sell City-owned personal property valued at $1,000 or <br /> less without public notice or bid for any reasonable <br /> amount. <br /> 3. Amend Sections 3-1/2 and 48a of the Charter to enable the <br /> Port of Redwood City to approve leases by ordinance. <br /> 8 <br /> 4. Amend Section 8 of the Charter to reduce the residence <br /> requirement of candidates for elective City office to <br /> conform to Constitutional limitations. <br /> � <br /> 5. Amend Section 9 of the Charter to provide that Council <br /> member compensation shall be $250 per month <br /> 6. Amend Section 15 of the Charter to provide that ordinances <br /> may be adopted after publication of notice of proposed <br /> adoption rather than of the full ordinance text. <br /> 7. Amend Section 32 of the Charter to provide that the City <br /> Clerk shall keep original or_certified copies of all <br /> ' ordinances rather�than an ordinance book <br /> 8. Amend Section 34 of the Charter to enable the City <br /> Treasurer to deposit funds in depositories provided by <br /> law and to invest funds in securities or other certi- <br /> ficates of indebtedness as provided by law. <br /> , 9. Amend Section 50b of the Charter to provide that the <br /> Revenue Bond Law of 1941 as amended from time to time <br /> shall govern the �ssuance of Port revenue bonds rather <br /> than said law as in existence in 1962. <br /> 10. Amend Section 69 of the Charter, specifying certain pro- <br /> visions to be inserted in all City agreements, by deleting <br /> � and repealing said section. <br /> 11. Amend Section 76 of the Charter, specifying citizenship <br /> and residence requirements of officers and employees of <br /> + the City, by deleting and repealing said provis�ons to <br /> conform to Constitutional requirements. <br /> 12. Amend Section 92 of the Charter, spec�fying the authority <br /> for enacting Charter amendments, to refer to the correct <br /> section of Article 11 of the State Constitution. <br /> ' The motion carried unanimously by voice vote.
