125 <br /> Consent Calendar (continued) <br /> Claim Theresa Ford, 3023 Roosevelt Avenue, request for return <br /> of alleged overcharge on water bill Recommend denial. <br /> (MINUTE ORDER N0. 78-64) <br /> ' Approval of warrants nos 35,848 through 36,012, totaling <br /> $192,297.75. <br /> The motion carried unanimously by roll call vote. <br /> Jeff Dinkin representative of the Service Employees International <br /> Union, Local 715, 541 Middlefield Road, referred to the increase <br /> in cost to employees for dental care service and suggested it might <br /> be possible to reduce costs, if the City were to become self-insured <br /> with regard to dental care. Mr Dinkin advised that the City of <br /> Palo Alto has realized savings through such self-insurance, ac- <br /> knowledgin9 that circumstances in that city may be different Mr <br /> Dinkin distributed a letter addressed to him from Norton R Hastings, <br /> Vice President of R L Kautz & Co , insurance administrators for <br /> the City of Palo Alto, respond�ng to inquiries made by Mr. Dinkin. <br /> He requested that the dental care renewal agreement not be approved <br /> at this time, but that City staff investigate the possibility of <br /> self-insurance <br /> MOTION Councilman Rhodes moved to continue consideration of the <br /> proposed amendment to the agreement for dental care and to ask staff <br /> to look into the possibil�ty of the City becoming self-insured with <br /> regard to dental care, or, if time does not permit, then to look <br /> ' at the possibility for next year. <br /> City Manager Fales adv�sed that the proposed amendment is to become <br /> effective March 1, 1978 and delays in execution of the agreement <br /> would probably not be satisfactory to employees who wish their health <br /> coverage to remain in effect. Mr Fales observed that the suggestion <br /> of Mr. Dinkin is in a legitimate area of negotiation for the next <br /> contract, remarking that if it is possible to obtain equal or better <br /> dental insurance at less cost than at present, then staff will be <br /> glad to investigate Mr. fales also noted that besides the fact <br /> that the contract is effective March 1, that if any area of the <br /> existing contract is opened for renegotiation, then all areas should <br /> be opened, not �ust one limited area. <br /> Mr. Dinkin argued that it is not a sub�ect for renegotiation. <br /> MOTION WITHDRAWN In response to statement by Mr Fales that the <br /> matter of self-�nsurance in the area of dental care service can <br /> be investigated, evaluated and considered at negotiations next fall, <br /> Councilman Rhodes withdrew his motion <br /> MOTION Title having been read, Councilman Norris introduced the <br /> follow�ng resolution and moved, seconded by Councilman Biagi, to <br /> approve the amendment to Kaiser Health Plan Agreement and to adopt <br /> (MINUTE ORDER NO 78-65) <br /> RESOLUTION N0. 8022 APPROVING AND AUTHORIZING EXECUTION OF <br /> GREEMENT FOR DENTAL CARE SERVICE FOR EMPLOYEES OF THE CITY <br /> OF REDWOOD CITY, and <br /> -3- Reg.Mtg. <br /> 3/13/78 <br /> �� <br />
