Mr. Kulakoff <br /> stated there are some legitimate �ssues which have been addressed, <br /> noting that a 75-foot open space belt wzll be provided between the <br /> homes on Eden Bower Lane and the first developed lots on the site, <br /> noting that those lots will be one-half acre single-family and are <br /> expected to be worth more than the homes on Eden Bower Mr. Kulakoff <br /> stated that the serpentine rock on the property occupies only about <br /> one-half acre, not7ng that there are some 750,000 mapped acres 7n <br /> California. He suggested that the issue of protection of that rock <br /> which has been raised by the Serpentine Protection League is not <br /> legitimate. He stated that he believes the issue relating to traffic <br /> is legitimate and is being addressed. <br /> Kevin Welch 3901 Pepper Tree Court, said he is concerned about the <br /> safety of children in the area with regard to heavy, speed�ng traffic. <br /> He stated that he had observed the recent traffic death of a 12-year <br /> old boy, implying it involved a speeding car Mr. Welch asked <br /> Council to preserve the area for the en�oyment of citizens. <br /> Lelia Coyne (see above) suggested that some speakers are raising <br /> emotional issues when facts are not all being presented Mrs. <br /> Coyne suggested that while traffic in the area �s an important con- <br /> sideration, it is being used because it can be an emotional issue, <br /> wh�le the concern of most of those present is to preserve the area. ' <br /> Alexander Kulakoff (see above) stated that his firm is not selling <br /> the sub�ect property. <br /> MOTION Councilman Biagi moved, seconded by Councilman Barrett, to <br /> continue the publ�c hearin9 open unt�l April 3, 1978 and to ask <br /> staff for further report concerning 1) the measures proposed for <br /> protecting the sensitive environment of the area, 2) what is being <br /> done to resolve the traffic situation on Farm Hill and to anttci- <br /> pate the increased traffic which the proposed development might <br /> bring, 3) what is the legal liability to the City if the property <br /> were to be zoned "Open Space", 4) how much revenue in tax dollars <br /> could be expected from the property if it is developed as proposed <br /> versus as it is presently zoned. <br /> The motion carried unanimously by voice vote <br /> (MINUTE ORDER NO 78-70) <br /> MOTION Councilman Rhodes moved, seconded by Councilman Barrett, <br /> to instruct the Police Department to place traffic enforcement <br /> people on Farm Hill Boulevard and to g�ve highest priority in the <br /> City to traffic control in that area and that the Public Works <br /> Department and any other affected departments might address the <br /> problem also recognizing that possible changes may be needed to ' <br /> improve the traffic situation in that area. <br /> The motion carried unanimously by voice vote <br /> (MINUTE ORDER N0. 78-71) <br /> � <br /> ' Reg.Mtg. <br /> 3/20/78 -7- <br />
