He described <br /> the process by which his company acquired the property. Mr. Harrington <br /> quoted from a California Divis�on of Mines and Geology Report on <br /> serpentine rock, noting that contrary to the contentions of the <br /> Serpent7ne Protection League, that serpentine rock is widely dis- <br /> ' tributed throughout Caliform a and that 1,200 square miles, or <br /> 752,000 acres, of the rock have been mapped in the State He ob- <br /> served that of the 290,000 acres of land in San Mateo County, some <br /> 180,000 acres are presently open space, that hts company has offered <br /> to keep-open a signif�cant amount of open space in the proposed de- <br /> velopment, and that certain court decis�ons relating to P-F zoning <br /> suggest the City might not be able to impose such zoning without <br /> compensating the School District. He noted that the proposed de- <br /> velopment will be designed to protect the sensitive areas and that <br /> experts have been hired to assist in creating an enlightened plan. <br /> Mr. Harrington introduced Bob Danielson of Baronian and Danielson <br /> who have been employed.by Harrington-Kulakoff_ <br /> Bob-Dan�elson Land Planner, Baronian and Danielson, Pier 3N, <br /> Embarcadero, San Francisco, advised that he has been emp7oyed by <br /> Harrington-Kulakoff to work on the site for the past two years, <br /> adv�sing that he commenced with a botantist making a study of the <br /> area_and then proceeded to tie in the results of the study with <br /> engineering surveys. Mr Da m elson obs'erved that the drought made <br /> tracking of flowers diff�cult, so the study was done again this <br /> year with much greater success. He stated that �t was and is the <br /> intention of the developer to save the fritillary, and reference <br /> is made to it in the environmental impact report (EIR). <br /> ' Vivian Hartley, 3795 Farm Hill, stated her concern about protection <br /> for Farm Hill residents from traffic and urged that consideration <br /> be g�ven to the effect of any development on the traffic situation. <br /> Betty Shurson, 3805 Autumn Dr�ve, stated she does not believe the <br /> wild flowers on the sub�ect site can be saved by fencing. - <br /> Susan Meara (see above) advised that she has heard that Harrington- <br /> Kulakoff intends to preserve the fritillary and would like to know <br /> how preservation is intended to be carried out and what public <br /> access will be to the flowers. <br /> Mary Bla�sdell, Farm Hill area resident, advised that she purchased <br /> her home on a deadend street and Canada College and Highway 280 <br /> have been developed since that time, creating a very different <br /> environment. She_stated she is concerned about traffic hazards for <br /> children and hopes the sub�ect property will be kept unused. <br /> Citizen, stated that she understands the proposed development of <br /> professional offices w�ll result in the employment of about 500 <br /> people on the sub�ect site She suggested the speed limit is not <br /> be�ng enforced at this time and th'at solutions to present traffic <br /> problems should be found. <br /> John Stockford 1040 Eden Bower Lane, advised that he has attended <br /> � meetings of both the Planning Commission and the City Council dealing <br /> with the sub�ect•site and the proposed development.
