He suggested that the speed limits are not being ade- <br /> quately enforced and urged that traffic be kept at a minimum on <br /> Farm Hill. <br /> Susan Meara Redwood City-Woodside Sierra Club, 707 Leahy Street, <br /> suggested the Council has the power to influence the Sequoia High ' <br /> School District through use of zoning. She suggested the costs of <br /> services and utilities for the site might not �ustify any develop- <br /> ment �of it. <br /> Wim de Wit, 1514 Mitchell Way, acknowledged that the citizens are <br /> ate in protest�ng the proposed development of the sub�ect site and <br /> that testimony about retaining the site for educational purposes <br /> probably should have been directed to the School District at the <br /> time the sale of the property was being considered. Mr. de Wit <br /> suggested that the property could be rezoned now so that it could <br /> remain public open space and urged reconsideration of the zoning. <br /> He pointed out that there are unique flowers on the site and dis- <br /> tributed postcard photographs of the rare and endangered fritillary <br /> taken on the site. � <br /> Lelia Coyne, 2233 Cheshire, advised that her concern in the matter <br /> �before Council is with regard to issues relating to traffic and <br /> protection for flowers on the sub�ect site. Mrs. Coyne suggested <br /> the public should'retain the land as open space rather than permit <br /> it to be developed for the few residents who can afford it. She <br /> urged Council to delay decision and investigate further as to the <br /> most profitable use of the land for all, noting that circumstances <br /> may have changed since the sub�ect property was designated for <br /> employment. , <br /> Mark Sanders, 1124 Eden Bower Lane, stated that he appreciates the <br /> difficulty of the decision and suggested that an innovative solution <br /> to the problem is needed, urging Council to save the land and not <br /> to compromise. <br /> Frank Witts 4000 Farm Hill, suggested there is a strain on all <br /> City facilities at present and that he is concerned about loss of <br /> open space. <br /> John Aikens 1115 Eden Bower Lane, stated that he understands that <br /> State law requires that a certa�n portion of open space is required <br /> for every City and that Redwood City is deficient. Assistant City <br /> Attorney Maloney advised that Mr. Aikens' understanding is incorrect <br /> with regard to such a requ�rement, but that there are State guide- <br /> lines for open space, generally. � <br /> Council members suggested that a full Council should be present <br /> when the decision is made regarding the minor subdivision appli- <br /> cation under consideration at this time. <br /> Walter Ha�rrin �ton, 57 Almendral, Atherton, Harrington-Kulakoff <br /> Development Co., suggested that the issue ts not rezoning, the <br /> General Plan or the Environmental Impact Report, noting that many <br /> of the persons present were also present when the issues on which , <br /> they have commented were under discussion. He pointed out that the <br /> issue before the Council now is the Tentative Map which was approved <br /> by the Planning Commission. Mr. Harrington suggested there are <br /> Reg.Mtg. - <br /> 3/20/78 <br />
