' <br /> Elizabeth Hone 270 West Floresta, Menlo Park, resident of Sequoia <br /> Union High School District, read a statement regard�ng the Green <br /> bill (California Assembly) which she suggested might permit the <br /> School District to keep such surplus sites and urged the C�ty to <br /> pursue with the District possible funding for an educational and <br /> scientific park. <br /> Norm Lamprecht, 1052 Eden Bower Lane, presented a list of persons <br /> from Coyote Point Museum who used the sub�ect site today as an <br /> outdoor classroom. � <br /> It was pointed out that the Sequoia Nigh School District declared <br /> the sub�ect site to be surplus and that State law then requires <br /> the property to be sold, that there was legal advertising of the <br /> sale and newspaper coverage of it, that hearings were held, that the <br /> City cannot afford to buy the property and maintain it, and that <br /> much of the testimony regarding possible use of the site for open <br /> space or educational purposes should have been given to the School <br /> District when the sale was under consideration. <br /> Carl Borgardt, 3734 Farm Hill, said that on six occas�ons vehicles <br /> have hit his property and that he prefers no build�ng of any kind <br /> ' on the sub�ect site. In response to question as to how such open <br /> space might be paid for, Mr Borgardt stated that it is not his <br /> concern. <br /> Suzanne Sel�c 555 Hillcrest Way, advised that she has made a flora <br /> survey of the sub,7ect site and has found a new plant not prev�ously <br /> listed known as mimulus douglasii, or "mouse-ear mimulus," which is <br /> considered rare and unusual, although it is not endangered. <br /> Robert Saint 872 Chesterton, urged Council to reverse the approval <br /> given to the minor subdivision by the Planning Commission and to <br /> deny the application and reconsider the zoning of the site. Mr. <br /> Saint cormnented concerning his suggestion that the proposed develop- <br /> ment is inconsistent with certain open space goals. In response to <br /> question, Mr. Saint suggested the appropriate zoning for the site <br /> might be P-F (Public Facility) as for a school site, noting that a <br /> school is an employment facility. <br /> Mr. Schroeter advised that a school on the site could be considered <br /> an employment use, and it was pointed out that the School District <br /> does not plan to make use of it, that no public agency offered to <br /> purchase or lease the site, and that perhaps the City could zone <br /> the property P-F, regardless of whether or not it is surplus school <br /> property. <br /> ' Andrew Bacigalupi, 3766 Farm Hill, stated that his only concern is <br /> speed of traffic on Farm Hill which is under the �urisdiction of the <br /> Council rather than the School District, noting that residents of <br /> the area were assured that enforcement of traffic laws would be <br /> 4 Reg Mtg. <br /> 3/20/78 <br />
