130 <br /> Mayor Leipzig invited members of the audience to speak <br /> Jules Eichorn 6 Atherwood, Serpentine Protection League, referred <br /> to a letter dated March 16 wh�ch was sent to Council. He described <br /> the membership organizations of the Serpentine Protection League <br /> and urged Council to re,7ect the application for minor subdivision <br /> approved by the Planntng Commission, or, if the application is not , <br /> re�ected, then great attention should be g�ven to preserving the <br /> environment and to the traffic situation Mr E�chorn suggested <br /> that the entire property should be considered at the same time <br /> rather than �ust the minor subdivision before Council at this time, <br /> not�ng that he does not consider the adopted protective measures <br /> for the environment are adequate. He stated that he bel7eves the <br /> area should be kept by Sequoia H�gh School District and not be <br /> bu�lt upon <br /> In response to questions, Mr. Eichorn acknowledged that he believes <br /> the property should remain off the tax rolls and be used for an <br /> education resource, that he considers one-half and one-quarter <br /> acre residential lots as intens7ve development; suggested the High <br /> School District could look for funds to develop an educational <br /> facility, and that he was not aware the School District was re- <br /> quired by State Law to sell the land when it had been declared <br /> surplus. <br /> Joan Nash 3671 Farm Hill Boulevard, commented on poor traffic <br /> experience on Farm H�11, noting that an access road to Farm Hill <br /> from the proposed development is part of the plan. Ms. Nash urged <br /> that nothing be done to the sub�ect property which might increase <br /> traffic. <br /> Rick Thurber, 1641 Kentfield, member of the Architectural Committee, , <br /> noted certain land use, environmental, social and open space goals <br /> included in the General Plan and suggested the proposed development <br /> of the site does not meet those goals. He suggested certain possible <br /> unfavorable conclusions which might be drawn if the development is <br /> approved Mr. Thurber urged reconsideration of the location for <br /> the development In response to question, Mr. Thurber acknowledged <br /> that he knows the sub�ect property is designated for employment in <br /> the General Plan. <br /> In response to request for information concerning the employment <br /> designation of the Farm Hill School site in the General Plan, <br /> Planning Director Schroeter advised that the 100-member Land Use <br /> Task Force, of which Mr Th�rber was a member, concluded its work <br /> and the General Plan Map was prepared to reflect the approved 9oals <br /> and policies Mr. Schroeter advised that in the Redwood City- <br /> Emerald Hills General Plan of 1971 the designation of the sub�ect <br /> site was for an employment area and that no discussion or considera- <br /> tion was given to chang�ng that part�cular piece of property by the <br /> Task Force, and since it was already a matter of public policy, the <br /> area was so des�gnated on the General Plan Map. <br /> In further response to question, Mr Schroeter advised that in 1970 <br /> it was clear that the Sequoia High School District would not bu�ld <br /> a high school on the property as previously indicated and a con- , <br /> sultant was retained by the City and County to consider possible <br /> � uses He observed that since the property is near the interchange <br /> of Highway 280, the site was considered for development into a <br /> Reg.Mtg. -3- <br /> 3/20/78 <br />
