3'62 ' <br /> s <br /> a <br /> Citv Manager - Account No 410 (pp 10-11) ' <br /> Mr. Fales indicated that the travel budgets of all department heads <br /> had been cut to $700 for the department head and $300 for the ma�or <br /> assistant and that his own budget had been cut accordingly <br /> (Counc�lman Bury returned at 9 42 a.m ) � <br /> Mr. Fales advised that his office will administer the Qommun�ty De- <br /> ° velopment Block Grant Program and that $10,000 has been �llocated <br /> for the purpose which will be funded from the Block Grant. � <br /> Lengthy discussion followed and Mr Fales cortunented and replied to k <br /> questions concerning the des�rability of employtng a firm to lobby �� <br /> for the City and the Port in Washington, advising that no such item <br /> was included in the Budget as nothing new is be�ng proposed, but <br /> that some cities have found it effective � <br /> , Discussion continued and it was pointed out that it is desirable to <br /> have Mr. Fales represent the City before various groups and that the <br /> $700 budgeted for travel and conferences for the Office of the City <br /> Manager is not adequate, but that possibly special authorization <br /> could be made from time to time without increasing the budget now <br /> MOTION Councilman Barrett moved to transfer the $4,650 cut from <br /> the travel and conferences section of C�ty Council-Account No. 400 <br /> to the same section of City Manager-Account No 420. <br /> Mayor Leipzig turned the chair over to Vice Mayor Barrett for the ' <br /> purpose of seconding the motion. <br /> Marcia Poncia, 408 Alameda, spoke in support of the motion, stating ' <br /> that she prefers to rely on the City Manager to lobby for the City <br /> when needed and suggested it would not be acceptable to most citizens <br /> for the Manager to have a budget inadequate for that purpose <br /> The motion failed by ma,7ority voice vote <br /> (P4ayor Le�pzig returned to the chair ) � <br /> Councilman Rhodes stated for the record that it is his intention to ��_ <br /> move to eliminate certain City positions, with no unfavorable re- !� <br /> flection on the employees who hold them, in order to avoid a property <br /> tax increase. • <br /> MOTION Counc�lman Rhodes moved, seconded by Councilman Biagi, to � � <br /> eliminate the position of Administrative Assistant to the City Manager. <br /> Discussion followed and Mr Fales commented and replied to questtons <br /> concerning the duties of the Administrative Assistant, the fact that <br /> the Manager's office will have increased responstbilities with admin- <br /> istering the Community Development Block Grant Program and increased <br /> activities of the downtown merchants <br /> The motion failed on the following roll call vote <br /> Ayes Councilmen Bia9i.
