3 � <br /> � <br /> Discussion followed concerning the need for proper planning and the <br /> fact that the Department does not have a Deputy Police Chief. <br /> The motion failed on the following roll call vote: <br /> ' Ayes: Councilmen Biagi, Rhodes <br /> Noes. Councilmen Barrett, Bury, Norris and Mayor Leipzig <br /> Aurora Ramirez (see above) recormnended the Budget for the F'olice <br /> Department be approved as recoimnended and that no additional police <br /> officers be hired until there is an investigation of the Department. <br /> Miss Ramirez sug9ested some police have been harrassing Mexican- <br /> American children and ob�ected to the saturation of the Mexican- <br /> American area of the C�ty by police. City Manager Fales invited <br /> Miss Ramirez to present any evidence she may have to the Police <br /> Department and to his office. <br /> City Manager Fales announced that he had �ust been informed that the <br /> City's contribution for ret�rement for safety members on the basis <br /> of an audit by the Public Employees Retirement System will be re- <br /> duced $39,618 resulting in tax rate deduction for the retirement <br /> fund. It was pointed out that the reduct�on is $19,036 for Police <br /> and $20,582 for Fire. <br /> Account No. 510 was approved as amended. <br /> Benefits for Retirees � <br /> ' Mayor Leipzig suggested that consideration be given to the request <br /> from City employee retirees for an improvement in benefits at this <br /> time in view of the number of retirees �n the audience. <br /> City Manager Fales referred to the letter of April 17, 1976 from <br /> Glenn M. Jain with attachments which was referred to staff at the <br /> Council meeting of April 26 for additional information and referral <br /> to the Budget Study Session. Mr. Fales advised that the City <br /> Attorney is researching the question of whether or not it would be <br /> possible for the City to adopt a proposal such as that recortenended <br /> in Mr. Jain's letter, and the reply is expected soon, but that the <br /> matter should not�be considered until the City Attorney's opinion <br /> is available. <br /> Art Eskelin, former City employee, referred to AB 2930, stating <br /> that the figures contained in Section B of the bilt are too high <br /> and acknowledged that the current status of the bill is not known. <br /> Mr. Eskelin offered to provide information to Council members and <br /> to the City Attorney. <br /> Mr. Fales advised M s�office would try to set up a meeting with � <br /> City Attorney Schricker and the City Controller to discuss Mr. ; <br /> Schricker's conclusions. <br /> ' It was suggested it might be most appropriate to consider improve- i <br /> ments to the benefits to retirees following consideration of the j <br /> entire budget in order that Council will have a better perspective <br /> from which to make a determination. � ' <br /> � � � <br /> � <br /> -4- <br /> ' ' Budget Study <br /> 5/15/76 <br /> ��,__ <br />
