� 1 I <br /> �;g 4, , , <br /> Comnunity Center - Account No. 590 (pp. 14-15) <br /> City Manager Fales referred to his report of May 12 contaim ng in- <br /> formation in response to Council request of May 8 regarding the <br /> Center and 'observed that several persons from Fair Oaks Cormnunity <br /> Center are now present. ' <br /> Center Coordinator Villasenor comnented concerning hours of opera- <br /> tion at the Center, noting that all �urisdictions do not .iave the <br /> same holidays and that the senior nutritional program and the child <br /> care program are usually needed even on hotidays. Mr. Villasenor <br /> advised that the recomnended Budget would mean cutting hours of <br /> operation on weekends and that a reduction to $100,000 would mean <br /> the elimination of evening programs also. <br /> Discussion followed concerning the possibility of Council members <br /> going to the Board of Supervisors to request the County to pay its <br /> full share of the operating cost of the Center, and it was suggested <br /> that to cut the Budget to matching the allocation of the Board of <br /> Supervisors would reflect unfavorably on the City's comnitment to <br /> the Center � <br /> Mar4aret Chapman,'40 h(yrtle Street, suggested that the County and <br /> City tax�dollars all come from the same taxpayers and that the eritire <br /> outlay for the Center should be cut. It was explained that the tax- <br /> payers in the um ncorporated area are not paying for their share of <br /> the operation of the Center, since they do not pay City taxes, but <br /> that they would be supporting the Center used by residents of that <br /> area, if the Board of Supervisors would contribute half of the <br /> Center's operating cost. It was also pointed out that Revenue ' <br /> Sharing funds'used at the Center come to the City from the federal <br /> government and are intended for certain purposes only. 'If Redwood <br /> City does not use fede'ral Revenue Sharing Funds which come from its <br /> taxpayers, then the money will go to other cities and the City will <br /> lose the `funds. ' ' <br /> Discussion followed and Mr. Fales replied to questions and co�nented <br /> on the sources of funds used to operate the Center and the obliga- <br /> tion to meet a significant need in the community which has been <br /> demonstrated by the heavy use of the Center. <br /> Anita DreYer, 1240 Woodside Road, suggested that activities at the <br /> Center could be scheduled on weekdays rather than on weekends. Mr. <br /> Fales explained that the City operates many programs on'weekends and <br /> such a cut would have to be made citywide. He explained further <br /> that many people desiring to use City facil�ties are working or at <br /> , school on weekdays and need the�facilities and programs when they <br /> are free in the evem ng or on weekends. <br /> , Discussion followed and Mr. Fales cormnented and replied to questions <br /> � concerning the possibility of establishing operating hour's on the <br /> ; basis of the choice of those using the Center, if cuts must be made; <br /> the heavy use of volunteers at the Center now; and the fact that the <br /> City makes a charge for use of the Center by pr�vate groups with a <br /> . total of about $13,000 th�s year going to the general fund. , <br /> Raul Baca, recomnended that Council consider a Budget allocation to , <br /> t e Center of the amount for 1975-76 ($154,029) instead of the <br /> $143,573 recomnended for 1976-77 in view of the fact that per capita <br /> -5- � <br /> Budget Study <br /> 5/15/76 ' <br />
