He <br /> also noted among the ob,7ectives the consideration of historical <br /> , preservation in con�unction with concern for safety of the buildings , <br /> Reference was made by Council to the City Controller's r�port of �' <br /> May 11, 1976, relating to vacant full time posit�ons, in ��hich the <br /> Secretary II position under Building Regulation is erroneously listed <br /> as vacant. During additional discussion, Mr. Fales indicated that , <br /> all positions listed were either filled, or in process of being <br /> filled. An exception was the Planner II position and that is dis- <br /> cussed under the Planning Department heading on Page 14 in the <br /> "alternatives." (See below for further discussion on this item <br /> under Plamm�g.) <br /> Mr. Fales explained further that as vacancies occur, the Department <br /> request is f�led along with �ustification for filling the position; <br /> that if an eligibility list exists, the position is more easily <br /> filled than if it is necessary to go through the time-consuming <br /> process of advertising, examination, etc. <br /> Council requested that additional informat�on be furnished as to <br /> how long the positions on the list have been vacated, and in what <br /> stage of the process of replacement each was. Mr. Fales advised <br /> that thts would be provided. <br /> (Council recessed from 3 30 to 3.35 p.m.) <br /> ' Mr. Fales responded to further questions from Council, relating to <br /> the fact that increased building activity does have a pronounced <br /> effect on requirements for personnel, although the department has <br /> not budgeted for additional personnel despite increased building �, <br /> activity. He noted that should building construction expand to the ;, <br /> extent additional employees are necessary, the reGuest would be ` <br /> brought to Council. ' , <br /> • �S � <br /> It was suggested by Council that there appears to be less enforce- <br /> ment of the Sign Ordinance than in the past, and Mr. Fales responded , <br /> that it was due to the fact that people are more aware of requ�re- <br /> ments and compl�ance with the Code is improved. <br /> Account No. 550 was approved as submitted <br /> Planning - Account No. 560 (pp 56-58) <br /> Mr. Fales sunenarized the proposed departmental budget and indicated <br /> that the,� ma�or portion of the �ncrease was due to cortenunity develop- <br /> ment programs and related activities, which included reports of <br /> goals and how they are being achieved, as required by State and ' <br /> federal laws. � <br /> , The Planner II position vacancy was discussed.
