Ms. Spangler suggested that there is no need for haste in <br /> ' connection with the non-mandated Element and that sueh a procedure � <br /> would avoid unnecessary expense � ' <br /> MOTION: Councilman Norris moved, seconded by Councilman Rhodes, to <br /> continue the public hearing on the proposed Historic Lana,narks <br /> Element to the General Plan to May 24, 1976. ` <br /> Attention was called to the report of Apr�l 30 of the City Manager 1 <br /> and to the attached memorandum of April 19 from Chief Building <br /> Official Gyselbrecht regarding the proposed Element and the concerns <br /> of Mr. Gyselbrecht that if adopted, the Element may be construed and <br /> interpreted as having the force and effect of circumventing the City's <br /> Building, Housing and Unsafe Buildings ordinances and codes.
