0 <br /> 4zQ 5.� <br /> a <br /> Public Hearing - Application for Planned Development Permit for <br /> 39 sin le-famil homes, Cordilleras Road between <br /> Upland Road and Canyon Road Public Data Services) <br /> In response to inquiry by Mayor Leipzig, Deputy City Clerk Reggetts <br /> , advised that affidavits of publication and mailing were on file, and <br /> that no written cortonunications have been recetved. <br /> Mayor Leipzig declared open at 7 55 p m the sub�ect public hearing <br /> City Manager Fales introduced the sub,7ect, referring to the Planning <br /> Commission and Planning Department reports He stated that the <br /> Planning Director and representative of the applicant were present <br /> to respond to questions by Council <br /> City Attorney Schricker asked that the Council indicate for the <br /> record whether they have received and reviewed the applicable <br /> Environmental Impact Report and the response was affirmative <br /> Mr Sam Halstead, Public Data Services, 500 Santa Cruz Avenue, Menlo <br /> Park, provided a historical background of the pro,7ect site, corrmionly <br /> known as "motorcycle hill", how, after becoming interested in the <br /> proposal, he had determined from Parks and Recreation Director Weeks <br /> that the area once designated as open space, had been re�ected by <br /> the Park and Recreation Commission as a public park, and had also <br /> been turned down by the task force for the Emerald Lake Hills Element � <br /> of the General Plan for use for low cost housing. A survey of the <br /> ad�oining neighbors indicated an overwhelming preference for single <br /> family homes in that area Using as reference two large architectural <br /> drawings displayed on the wall, he described the type of development <br /> , proposed, with cluster housing surrounding a common open area. He <br /> noted that whtle the Ctty and County of San Francisco dislike having <br /> roads on their Hetch-Hetchy right of way, the deed by whtch Allis <br /> Chalmers conveyed the property to them reserved the right to put in <br /> a road, and San Francisco has agreed to that. , <br /> , <br /> Mr Halstead provided a thorough commentary alonq with a slide <br /> presentation describing the types of dwellings, lot size range, <br /> landscaping, etc , as well as plans for widening Cordilleras Road. He <br /> stated that the Church of Latter Day Saints favors development of the <br /> property, since it would discourage the problem of motocycles. <br /> Mr Halstead responded to questions by Council pertaining to grading <br /> the property, impact on the neighboring homes during the development <br /> process with respect to noise and dust, and willingness, to cooperate <br /> in development of a mitigation program in that regard He stated <br /> that the landscaping is designed to not require irrigation after the <br /> initial four years by which time it should be well established <br /> During continuing discussi'on, Mr Halstead estimated that it would <br /> take about three years to fill all the lots, and in response to <br /> concern that lots might be bought and held for many years by <br /> speculators without development, Mr. Halstead advised that sale of <br /> the lot would not be closed until a building permit is obtained and <br /> 1 a contract signed with a builder With reference to installation <br /> and maintenance of the common area, he advised that each homeowner <br /> would pay an equal share of the costs Responding to additional , <br /> questions, he informed the Council that the lots could not be sold � <br /> unttl after the Final Map is recorded, that the average lot s�ze is <br /> about 12,000 square feet <br /> ' -3- , <br /> �, <br /> Reg.
