Discussion cont�nued with regard to the neces- <br /> sity to improve Upland Road, the additional traffic, and assurance <br /> that it must be improved to conform with City standards <br /> ' (The Council recessed from 10 00 until 10 10 p m.) <br /> Discussion continued regardin9 Upland Road, the state of its condi- <br /> tion, and responsibility of the City with respect to road safety. <br /> Mr. Fales elaborated on earlier remarks regarding improvements of <br /> the road, and observed that the developer is on notice as to what <br /> is expected by the City well ahead of the time when the subdivision <br /> map is submitted He commented on the fact that unfortunately, the <br /> City has annexed properties in the past with substandard roads, and <br /> suggested that wherever the opportunity presents itself, as in the <br /> present case, to require that where roads connect with City streets <br /> they are to be constructed and paved to City standards, to obviate <br /> future situations of paved streets running into roads of County , <br /> standards or no standards and the hazardous conditions as a con- <br /> sequence <br /> Mr. Wilton 1630 Cordilleras, favored preparation of a master plan, <br /> so that not only the developer knows the requirements, but also the <br /> neighboring residents, and also expressed concern regardin9 the <br /> streets, preferring something between urban-type streets and rural <br /> roads but still desi9ned for safety <br /> During further discussion it was suggested by Mr •Fales that if <br /> Council has some preference as to what the subdivider should come <br /> , back with at the time of submitting the Tentative Map, it should be <br /> so ind�cated ahead of time <br /> Mr Fales and Mr Pusich commented and responded to questions relating <br /> to pros and cons of sidewalks, the need to provide for movement of <br /> traffic, whether automobile or pedestrian, or other. � <br /> Mr W Fritsche, 249 Upland, was concerned that trafflc volume would <br /> increase Mr Pusich advised that while there may be some increase <br /> in traffic, a two-lane road, and especially because of the curves on <br /> Upland, would belimited as to the volume it could carry.
