412 <br /> Also distributed was a Summary of Proposed Pro�ects, Capital Improve- <br /> ment Pro9ram Fiscal Year 1976-77, from the Parks and Recreation <br /> Department, and copy of a letter from Mr Demetrios, President, <br /> Marine World/Africa USA, regarding an alternative proposal to impose <br /> an Admissions Tax as a revenue source, together with a copy of Resorts <br /> International Annual Report for 1975 , <br /> Capital Improvements Program (pp 91-96) <br /> Mr Fales and Parks and Recreation Director Weeks commented and re- <br /> sponded to questions by Council regarding Palm Park and Canyon Park, <br /> indicating that the budget cannot be reduced much below what the <br /> Park and Recreation Commission recomnends and still have the parks, <br /> particularly where Canyon Park is concerned 7he items l�sted for <br /> Palm Park are for the first phase, which will provide for a green <br /> turf and simply the start of a park <br /> Mr Fales responded to a suggestion by Council regarding the pos- <br /> sibility of general obligation bonds for park development, advising <br /> that this method of funding is not popular and that it costs money <br /> to conduct a bond election. He advised that there are funds avail- <br /> able from a State bond issue which are earmarked for the Middlefield <br /> Road area. � <br /> MOTION Councilman Biagi moved, seconded by Councilman Rhodes, to <br /> delete construction of Canyon Park in the amount of $114,288; to put <br /> funds back into Red Morton Community Park and $50,000 into the Re- <br /> serve Fund. � <br /> During the ensuing discussion, the matter of recommendations by the ' <br /> Park and Recreation Commission regarding priorities was reviewed and <br /> Mr. Weeks referred to the Summary of Proposed Pro�ects referred to <br /> above which lists the pro,7ects in the order of the'priorities which <br /> the Park and Recreation Commission had established. He indicated that <br /> the Cottmission considered the Canyon Park top priority, and explained <br /> that work needed to be done to make it workable, and that it was <br /> thought preferable,to leave it as is than attempt to develop the <br /> park on a piecemeal basis Mr. Weeks commented on Palm Park and Red <br /> Morton Corrmiunity Park, that other than the items listed, there would <br /> still remain some work on the latter park, but under the Master Plan <br /> there was work that can be done at a future time. He advised that <br /> the Commission bel�eves that Canyon Park, on the other hand, should <br /> be done as a unit <br /> Mr Fales explained that the reason for his recommendation with re- <br /> gard to Red Morton Community Park was that practically, the City <br /> would be well advised to finish the parks it already has, rather than <br /> start new ones, parttally because mazntenance costs will be hi9her <br /> in the new parks because of geographical location. <br /> Jan Weintraub Park and Recreation Comm�ssioner, co�mnented on how the <br /> Commissioners established the priorities as they did, and also noted <br /> the recently approved planned development �n the "motorcycle hill" <br /> area, less than a mile from th� Canyon Park property, that development , <br /> of the Park has been long awaited, and was cons�dered very carefully <br /> by the Commission. <br /> h <br /> �z� � ' <br /> � � <br /> Budget Study <br /> 5/25/76 <br /> I <br />
