413 <br /> It was suggested by Council that it would be best to go through the <br /> entire budget before attempting to determine what is to go back tnto <br /> the General Fund, that the Reserves Fund should be increased, and <br /> examples given of how Sales Tax Revenues have been invested in the <br /> coirmun i ty <br /> ' Ron Anderson, 815 Canyon Road, spoke in support of park development <br /> in that area, and noted the length of time since the Council first <br /> indicated that a park would be developed. He noted the rate of in- <br /> flation and suggested that delay would result in higher costs <br /> Diane Pound, Park and Recreation Commissioner, spoke in response to <br /> comments made at the last budget session when Red Morton Comnunity <br /> Park was deleted, that if the pro,7ect is shelved now because of <br /> inability a year from now to maintain it, then the investment in <br /> volunteer a�d staff time has been wasted, that it �s desirab7e to <br /> brtng recreation to the neighborhoods, and that existing parks <br /> should not be allowed to be overused, since that would probably re- <br /> sult in higher maintenance costs. <br /> Council contrnued d�scussion with regard to the advisabiltty of <br /> whether or not to retain Canyon Park in the budget, the fact that <br /> Community Park has reached the point where it can be en,7oyed to the <br /> fullest, and Palm Park will be brought to the stage where it will be <br /> usable as a park <br /> MOTION RESTATED Councilman Biagi, with the consent of his second, <br /> moved to approve the recommendation for Canyon Park, the $107,711 <br /> allocated for Palm Park to be reduced by� $50,000, $50,000 to be <br /> returned to the General Fund Reserve, and the remaining $7,711 to <br /> be restored to the Red Morton Community Park request for expansion <br /> ' of play area (Item 1.(b), Alternatives, page 7). ' <br /> The motion carried on the following roll call vote, <br /> Ayes Biagi, Bury, Rhodes, Mayor Leipzig , <br /> Noes Barrett, Norris <br /> (Council recessed from 9 00 to 9 10 p m) ' <br /> Mr Fales referred back to Cap�tal Improvements Program Detail, <br /> Page 92, and reviewed the items as listed General City was briefly <br /> summarized Parks - the problems involved with Neptune Beach were <br /> d�scussed. Mr Pus�ch provided detai7s as to the extensive efforts <br /> by h�s department to attempt to find solutions, finding that realign- <br /> ment of the drain is impossible due to underground utilit�es, and <br /> that results of a program involving flushing Steinberger Slough are <br /> inconclusive so far He indicated that the choice will be made this <br /> year as to whether to try once more to correct the problem, or else <br /> to remove any expectation for a beach and close it down. <br /> Mr Fales continued with his summary, the next item being Streets <br /> Under that heading, concern was expressed regarding a need for more <br /> cooperatton by the County in a study of parking probTems <br /> ' Alan Weintraub, 3255 Oak Knoll Drive, referred to the James Street <br /> Extension pro�ect, calling for preliminary studies and design to extend <br /> -3- ' <br /> Budget Study <br /> ' , 5/25/76 <br /> .;+" � <br />
