Parks and Recreation - Alternatives,(pp 7-9)
Cty Manager Fales referred to his report of June 4, 1976 regarding the
status of the reviewof the recommended 1976-77 Annual Budget and '
attaching report of the City Controller, also dated June 4.,Mr. Fales
summarized the results of Council action to date, calling attention
to pages 7-9 of the Alternatives regarding Parks and Recreation Areas.
In response to questions, Mr. Fales reported that Council had elimt-
nated the $107,711 allocated for Palm Park and distributed it as follows:
$50,000 to the General Fund Reserve, $50,000 to reduce the property
tax levy, remaining $7,711 to be used at Red Morton Community Park, the
grand total being proposed for expenditure from the Captal Outlay
Fund for the purpose of park and recreation area developments becoming
$316,423. Mr. Fales pointed out that $314,924 remans unallocated n
that Fund. Mr Fales observed that the $7,711 allocated to Red Morton
Park for the play area is a peculiar amount being the balance remaining
when the $100,000 reduction was made from Palm Park, is not adequate for
a play area, and that if Council intends to eliminate the entire alloca-
tion for Red Morton Park, would not be needed.
In response to question, Mr. Fales advised that Revenue Sharing Funds
can be used for certain capital improvement proects, such as park and
recreation proects
Discussion followed concerning uses which may be made of Revenue Sharing
Funds, whether or not Council polcy regarding such funds is to be ,
followed, the previously demonstrated intent of Council to use Revenue
Sharing funds appropriately, the desire of the Council to use the funds
on pro,7ects and programs which could be termnated upon possible termna-
tion of the funds, and the latitude which exists.
