Councilman Norris moved, seconded by Counctlman Barrett, to reaffirm the Council policy with regard to the use of Revenue Sharing funds as stated on page 8 of Alternatives - Recoimnended Annual Budget 1976-77. Statement is as follows "While it is poss�ble to allocate Revenue Sharing funds for certain on-going General Fund expend�tures and programs, City Council policy during the f�ve-year life of this ' program has limited Revenue Sharing expenditures to designated and qual�fied capital improvement pro�ects and certain limited programs which could be terminated in the event the Revenue Shar�ng program were.to be terminated by the Federal Government. It is recommended� - � that this policy be continued " - � " ' , The motion carried una m mously by�voice vote _ MOTION. Councilman Rhodes moved, seconded by Councilman Biagi, that the $194,924 allocated to Red Morton Community.Park and the $7,711 allocated to Red Mor.ton Comnunity Park f.rom Palm Park (total $202,635) be deleted from the recortonended Annual Budget for 1976-77 and used to reduce the tax rate. - � . MOTIOW: Councilman Biagi moved, seconded by Councilman Rhodes.for the purpose of discussion, that the $114,288 allocated for Canyon Park in the recortenended Annual Budget for 1976-77 be returned to the General Fund be used to reduce the tax rate and that unallocated Revenu`e - Sharing funds be used'for Canyon Park pro�ect._ � �- . `�� � Mr. Fales advised that the effect of the motion would be to reduce the total unallocated funds�of $227,880 by $114,288, leaving a total of ' $113,592 in unallocated Revenue Sharing funds, and would reduce the $145,405 needed to balance the budget to $31,117 Discuss�on�followed�concerning the possible consequences if Revenue Sharing.is not reenacted and�the fact that so much equipment replace- ment has�been deferred, Council may face a difficult situation next"year. Councilman Norris moved,�_seconded by Councilman Rhodes, that Council make a one-time five percent increase in retirement allowance for employees retired on or before June 30, 1971 •�� , Discusston followed and City'Manager Fales commented and replied to questions concerning consideration of a base mim mum for all_rettrees, the fact that across the board percentage=increases tend to benefit those in the higher income range, the fact that some retirees may have sources of income other than PERS and have less need,than others, the ' options available to` the�Council which have been enacted by the State Legislature; the possibility�of�setting an undesirable precedent, the need for obtaining certain information from PERS, and the delays which may be anticipated in attempting to do so '-2- Budget Study 6/5/76 .�
