4�� � <br /> Attention was called to the opim on of the City Attorney of June 4, <br /> 1976 entitled Supplemental Contribution to Retired Employees Retirement <br /> Benefits" wherein he mentioned the varied options provided by law from <br /> which the contracting agency may choose in order to increase the retire- <br /> ment allowances received by its retirees <br /> Mr. Fales advised that his office could ask PERS to determine informa- ' <br /> tion Council may wish to have on an actuarial basis, that the information <br /> could probably be available by August when the tax rate �s set, and that <br /> funds would be expected to come from the retirement fund part of the tax. <br /> � Art Eskel�n, retired City employee, spoke in support of the motion, y <br /> stating that he would not personally benefit from it. Mr. Eskelin <br /> , referred to the letters of June 1 and April 17 with attachments which <br /> have been provided to Council. Mr. Eskelin called attent�on to AB 2930 <br /> Q which has passed the Assembly and is presently pending before the State <br /> Senate which, if adopted, would provide opportunity for ad�ustment of <br /> payments to retirees under PERS Mr Eskelin estimated the cost involved <br /> under the motion would be about $15,000 , <br /> Lengthy discussion continued concerning the probable cost of the action <br /> proposed in the motion, the desirability of waiting for passage of a law <br /> which permits the kind of increase which benefits those most in need, <br /> whether or not it �s reasonable to await passage of a more desirable <br /> law when need exists now, the need for much more specific information <br /> before a decision can be made, and the delays which are encountered �n <br /> obtatning information from PERS. <br /> The motion failed'on the following tie roll call vote <br /> Ayes• Councilmen Bury, Norris, Rhodes ' `� , <br /> Noes Councilmen Barrett, Biagi and Mayor Leipzig ' <br /> MOTION Councilman Norris moved, seconded by Councilman Biagi, that prior <br /> to adoption of the Annual Budget for 1976-77 that be directed to <br /> obtain from the Personnel Department or wherever necessary what the actual <br /> retirement salaries are of the present 84 City retirees without reference <br /> to particular individuals <br /> , ; <br /> f The motion carried unanirtausly by voice vote (MINUTE ORDER NO 76-153) <br /> � <br /> CLARIFICATION Mr. Fales advised that staff would have to attempt to get <br /> the information referred to in the motion from PERS and that the City has <br /> ° no control over whether or not it will be provided <br /> City Controller Ference reminded Council that each ,7urisdiction which <br /> contracts for PERS and for which the retiree has worked pays a proportional <br /> share of the retirement income, observing that a Redwood City retiree on <br /> PERS may have worked more years for other �urisdictions, all of which would <br /> be contributing to the retirement income The information the City would <br /> obtain would refer to the Redwood City portion <br /> Mayor Leipzig determined that it is the consensus of Council that AB 2930 <br /> be amended to the end that the most needy retirees may be benefitted most, <br /> rather than providing only for across-the-board percentage increases for � <br /> rettrees generally, and that Assemblyman Arnett and Senator Gregorio be <br /> so advised.
