4r3 8
Written Communications (continued)
Vice Myor Barrett urged Mr. Acosta to present his proect to
the Civic Cultural Commission.
The motion carried unanimously by voice vote.
(MINUTE ORDER N0. 76-180) ,
Mid-Pem nsula Regional Park District
Councilman Biagi presented the letter from himself and Vice Mayor
Barrett regarding the City Council's opposition to Proposition D on
the June 8, 1976 State Ballot which proposed annexation to the District
of certain parts of San Mateo County, including Redwood City.
Councilman Biag observed that in addition to the opposition of the
Council to the annexation, the voters of Redwood City reected Propo-
sition D by a substantial margin of 4,612 (No) to 3,616 (Yes), al-
though`the measure passed by a vote of 17,907 to 17,037, or only 870
votes out of the 34,944 votes cast. Therefore, it is being proposed
that the City immediately pursue whatever course may be necessary in
order to deannex from the District.
Discussion followed concerning the misleading use of "Park" in the
District title since the District policy is to acquire land for open
space with limited access rather than for generally accepted "park"
use, the laborious efforts of Council to eliminate a 24Q tax rate
increase from the City budget and the impositon of the 10¢ addition
in that rate by the District, the desrability of withdrawing from
theDistrict before it is set up to nclude Redwood City, the fact
that if an election is required, there is adequate time for a measure ,
to be placed on the November ballot; and the possible intentions
wlth regard to inclusion in the District of the other cities whose
voters reected membership. ,
MOTION: Councilman Rhodes moved, seconded by Councilman Norris,
that the Council'direct the staff to investigate and initiate those
steps whereby the City of Redwood City may pursue deannexation from
the Md-Peninsula Regional Park District.
The motion carried unanimously by voice vote.
(MINUTE ORDER N0. 76-181)
It was suggested that the City Councils of San Carlos and Atherton
whose voters also reected Proposition D be advised of Council action
with regard to deannexation. (inemo 6/15/76)
Recortmended Annual Budget 1976-1977
City Manager Fales stated for the record that a memorandum from
the City Controller to the City Mana9er of June 14, 1976 entitled
"1976-77 Budget Adustments, Council Budget Study Sessions" has
been distributed to all City Council members and the press in
anticipation of the public hearing on the Budget which has been '
advertised for June 21, 1976.
,
-7-
Reg.Mtg.
