He acknowledged the difficulty of finding �obs with ' <br /> government agencies at a time when reduced funds are forcing <br /> cities to eliminate needed permanent positions, but pointed out <br /> that having acquired some experience, former CETA employees might <br /> find ,7obs in private industry Mr. Fales read the letter from ' <br /> E. Frances David, Manpower Director for the County of San Mateo, <br /> to Title VI participants, dated June 21, stating that agency is <br /> �n agreement with the City about the layoffs. ' ' <br /> Discussion followed and Mr Fales and Assistant City Manager Smith <br /> comnented and replied to questions concerning the aims of'the ' <br /> CETA Program, the criteria followed with regard to layoffs;�the <br /> decision of the C�ty to break the contract with the Bay Area <br /> Urban League because of BAUL's incompetence in handling the <br /> Program; the knowledge that every CETA employee had that the <br /> Program was expected to be terminated June 30; whether the'City <br /> wtshes to remain in the Program and provide some training and <br /> �obs or whether it would be preferable to withdraw; and the <br /> fact that the City has no control over the amount'of funding <br /> the program receives. � ' <br /> Jean Louis, CETA employee working with The Salvation Army, ' <br /> stat e�he believes the County and the City have tlie funds to <br /> continue the CETA Program and suggested mismanagement of funds <br /> might warrant an investigation. Mr. Fales urged Mr. Louis`to � <br /> attempt to have an investigation made of use of'the funds, <br /> since the City has been unable to do so and would like to have <br /> an audit made including the County, the City's contract with the <br /> Bay Area Urban League, and the Department of Labor. Mr.`Fales <br /> noted that the City has admim stered the Program only during <br /> the last month since breaking the contract with BAUL for their <br /> failure to perform. ' ` , ' � <br /> Mr. Fales observed that the City is only able to expend on the <br /> CETA Program the funds which are provided to the City from the <br /> County from time to time and that the County may be able,`to <br /> advise what the amount of funds will be in October <br /> Joe Blake CETA employee (County of San Mateo) presented a <br /> letter from E. Frances David,�Manpower Director of San Mateo <br /> County dated June 2 which he claimed stated the City has�funds <br /> available to continue the Program Mr Smith examined the'� <br /> letter and pointed out that it referred to the County program <br /> and that Mr Blake is a County CETA employee. �� <br /> Executive Session <br /> MOTION Councilman Barrett moved, seconded by Councilman Biagi, to <br /> ad�ourn to executive session for the purpose of discussi�ng labor ' ' <br /> relations <br /> The motion carried unan�imously by voice vote <br /> -10- <br /> Reg.Mtg. <br /> 6/21/76 <br />
