Request of Marva R. Greene, Agency Administrator, Target Educa- <br /> tion & Welfare, Inc. re CETA <br /> Ilona Batsell, PROBE employee, read the sub�ect letter and ob- <br /> , �ecte' to the recent lay offs of Comprehensive Employment and <br /> Training Act (CETA) employees�and urged that if such layoffs are <br /> necessary that'they be made on the basis of seniority. <br /> Mr Fales referred to the file provided to Council advising that <br /> at the time each CETA employee was hired, the employee was re- <br /> quired to read and sign a statement of understandtng that the - <br /> Program �ob would terminate on June 30, 1976 and that those <br /> letters are on file at this time for all laid-off employees. <br /> Mr. Fales stated that the layoffs were made in accordance with <br /> the guidelines provided by CETA, as follows• <br /> a. Participants who do not live within the limits of Redwood <br /> City <br /> b Participants in programs in which transition to unsubsi-� <br /> dized employment as required by Title VI is a remote <br /> possibility <br /> c Participants who are working on pro,7ects for the City <br /> which have terminated or which there is no need for a <br /> large manpower utilization <br /> d Participants who have been in the program for a long period <br /> , of time and who have not transitioned to unsubsidized em- <br /> ployment <br /> Mr Fales explained that the aim of the CETA Program is to pro- <br /> vide some employment and training to each CETA employee in the <br /> -9- <br /> Reg.Mtg. <br /> 6/21/76 <br />
