Councilman Norris moved, seconded by Councilman Vega, to add <br /> an addittonal condition to the 25 conditions imposed on the development <br /> by the Planning Commission that the storm drainage system of the pro- <br /> posed Donald L. Bren planned development not be allowed to discharge <br /> into Neptune Beach or the Davit Basin area� <br /> Discusston followed and Director of Public Works Pusich replied to <br /> questions and commented concerning the number and variety of problems <br /> which staff has attempted to solve in connection with Neptune Beacn; <br /> the fact that if residents persist in washing fertilized lawn clippings <br /> and other substances upon which algae thrives into the storm drains, <br /> the water cannot be kept algae-free, the_fact that the drainage <br /> system ts designed to use Neptune Beach and to pump storm drainage <br /> elsewhere would be very costly, even if possible, the fact that <br /> technology on the use of wind pumping is not sufficiently advanced <br /> to be practical in the area, federal government requirements with re- <br /> gard to what may be diverted to the main sewer system, whether or <br /> ' not it would be practical and reasonable_to expect the developer to <br /> change the storm drainage system, the fact that such a change would <br /> be physically difficult, very expenstve and would require permits from <br /> -2- <br /> Reg.Mtg. <br /> 6/28/76 <br />
