� 2�5 <br /> k r <br /> I <br /> recovery systems, the prospect for development�of such systems, <br /> the energy potential of solid waste, the cost of research and <br /> development required in order to realize that energy potential, <br /> and the status of any such development now. <br /> ' Don W Kallstrom, Atherton, private citizen representing Atherton <br /> on the Advisory Coimm ttee, asked for and received the recommenda- <br /> tion of the Plann�ng Cormm ssion, stating he was not aware qualified <br /> approval was not possible. Mr. Kallstrom suggested that as the <br /> � third largest city in the County and as the proposed site of a <br /> transfer station, Redwood City is the key to success of the Plan <br /> He commented on responsibilities and rights of the scavenger com- <br /> pany involved In response to question, Mr Kallstrom acknowl- <br /> edged he has no alternative plan to offer <br /> Vice Mayor Williams advised that in the 31 committee meetings <br /> held to consider the sub�ect Plan, there had been many compromises, <br /> and, while no single member of the Committee was completely satis- <br /> fied with every aspect of it, all were convinced it was a Plan <br /> they could agree upon at this time, permitting the County to com- <br /> ply with State requirements for such a plan <br /> �Sal Armo i�da, Pro�ect Engineer for San Mateo County, observed that <br /> it is unli any county would be able to pay for research and <br /> development related to resource recovery systems, noted that the <br /> federal government has spent some one hundred million dollars on <br /> such research and commented on the demonstrations he has reviewed. <br /> Mr. Armogido pointed out that it is known that additional studies <br /> and reviews are necessary with regard to the Plan and that a trans- <br /> � fer station will be needed in any event <br /> MOTION Title having been read, Councilman Leipzig introduced the <br /> following resolution and moved, seconded by Councilman Rhodes, <br /> its adoption and that a covering letter pointing out the contin- <br /> uing concerns included in the Planning Commission transmittal of <br /> the Plan be sent with the resolution to the San Mateo County Board <br /> of Supervisors• <br /> � RESOLUTION NO 7540 APPROVING SOLID WASTE MANAGEMENT PLAN <br /> FOR SAN MATEO COUNTY <br /> (NOTE Planning Commission recommendations re conditions <br /> for approval of the Plan are• <br /> "1 that the Plan place more emphasis on research and <br /> development for resource recovery systems, and <br /> "2 that the Plan assign to the public sector the prime <br /> responsibility for developing and coordinating pro- <br /> grams to expedite development of feasible resource <br /> recovery systems in San Mateo County at the earliest <br /> possible date ") <br /> CHANGE OF MOTION Councilman Leipzig, with the consent of her <br /> � second, deleted from her motion the reference to the second recom- <br /> mended condition of the Planning Commission from the cover letter <br /> to the Board of Supervisors (NOTE delete No 2 in parentheses <br /> above ) <br /> -7- <br /> ' Reg.Mtg. <br /> 1/19/76 <br /> J <br />
