MOTION: Councilman Henderson moved, seconded by Councilman Barrett, that the recortonendations contained in the Study of Workers' Compen- sation�Insurance Program of January 20, 1976 prepared by the Assistant Controller be approved, and that the staff be authorized to take the indicated steps necessary to implement the self-insurance program for Workers' Compensation, effective July 1, 1976 , Discussion followed and Mr Fales, City Attorney Schricker, City Controller Ference, and Personnel Director Brock cortonented and t replied to questions regarding the City's safety program, the concept i , of risk management, the basis for estimates of potential savings contained in the Study, the experience of other cities which are self- insured with regard to workers' compensation; the fact that upon cancellation of such insurance, liability would be pro rated, the consequences of the Sobey decision; and whether or not the staff pro- ,7ections as to the savings which might result from being self-insured with regard to workers' compensation might not be excessively optimistic The motion carried unanimously by voice vote. (MINUTE ORDER N0. 76-37) (The Council recessed from 8 36 to 8 45 p m) San Mateo Cou�ty Transit District - Uniform Fare Structure City Manager Fales referred to his report of February 6, 1976 re- garding the San Mateo County Transit District Uniform Fare Structure and attaching a report from the Director of Buildings and Trans- portation dated January 26 together with a copy of Resolution No 1976-1 adopted by the County Transit District Board of Directors , on January 13, and also a report from the Director of Buildings and Transportation dated February 2. Councilman Norris, member of the Board of Directors of the Transit District, advised that in order to obtain Urban Mass Transit Admin- istration (UMTA) funds, the Distrtct must have a uniform fare structure throughout the County. ' y MOTION• Title having been read, Councilman Williams introduced the ' following resolution and moved, seconded by Councilman Leipzig, 7ts , adoption• � RESOLUTION NO 7548 ESTABLISHING ROUTES OF TRAVEL, HOURS OF OPERATION AND RATES OF CHARGE RELATING TO THE OPERATION OF A TRANSIT SYSTEM IN THE CITY OF REDWOOD CITY, AND REPEALING RESOLUTION NO 7237 The resolution was adopted unanimously by roll call vote, Councilman Norris abstaining. � In response to request from Mayor Weymouth, City Attorney Schricker advised that in the matter before Council there is no reason for Councilman Norris, as a Director of the Transit District, to abstain Councilman Norris then voted in favor of the proposed resolution. � The resolution was finally adopted unanimously by roll call vote. -3- Reg.Mtg. 2/9/76 t �
