2 �`�, <br /> the Lincoln School which was recently declared surplus as a sen�or <br /> center; and the intended introduction of a bill by Assemblyman <br /> Arnett which might make use of surplus school sites more econom- <br /> ical for cities <br /> ' MOTION Title having been read, Councilman Williams introduced <br /> the following resolution and moved, seconded by Councilman <br /> Leipzig, its adoption• <br /> RESOLUTION NO 7557 APPROVING AND AUTHORIZING EXECUTION <br /> � A REEMENT FOR ARCHITECTURAL SERVICES FOR A PROPOSED <br /> SENIOR CENTER <br /> The resolution was adopted unanimously by roll call vote. <br /> Report re Bay Area Sewer Service Agency (BASSA) <br /> City Manager Fales referred to his report of February 17, 1976 <br /> regarding the sub�ect report and attaching a copy of a letter from <br /> Mayor Robert A. Jones of Belmont, Chairman of the San Mateo County <br /> Council of Mayors requesting each city council in the County to <br /> take a position regarding a questions involving the possible � <br /> assumption of BASSA staff and other functions by the Association <br /> of Bay Area Governments (ABAG). Mr. Fales reconmended that the <br /> staff functions now per�ormed by BASSA be integrated with ABAG <br /> for economic reasons. <br /> Discussion followed and Mr. Fales cortanented and replied to ques- <br /> ' tions concerning the position of Redwood City within BASSA, the <br /> costs to the City as a"discharger", the City's contributions of <br /> about $31,424 during thP past three fiscal years, the probable <br /> limited cost to the City, if ABAG assumes BASSA functions, the <br /> previous consideration at the C ouncil of Mayors to an amendment <br /> to a motlon on the sub�ect which was opposed by Redwood City as <br /> it was'believed to weaken the motion; and the position of Redwood <br /> City as'a member of the South Bayside System Authority (SBSA) <br /> MOTION Councilman Rhodes moved, seconded by Councilman Barrett, <br /> that Council support the reco�nendation of the City Manager that <br /> ABAG assume the staff and other functions now assigned by law to <br /> BASSA (per his report of February 17, 1976) and that a letter <br /> stating the Council's position be transmitted to Mayor Robert A <br /> Jones of Belmont, Chairman of the San Mateo Council of Mayors, <br /> in response to his letter of January 27, 1976; and further, that <br /> cop�es of the letter to Mayor Jones be sent to ABAG, BASSA, and <br /> all other agencies which have an interest in the matter. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 76-46) <br /> (The Council recessed from 8 26 to 8 38 p.m.) <br /> Status re ort re E1 Camino Real Pro ect <br /> ' continued rom /9/76 � <br /> City Manager Fales reminded Council the sub�ect report had been <br /> continued in order to permit discussion with the affected property <br /> -5- <br /> Reg.Mtg <br /> 2/23/76 ' <br />
