2, 4
owners and businesses of the proposed addition of a third lane,
southbound between Harrison Avenue and Jackson Avenue, thereby
eliminating two parking spaces. Mr Fales also referred to his
report of February 6, 1976 attaching report of the Director of
Public Works, dated February 5, and the report of the Traffic
Engineer, dated February 4 ,
Director of Public Works Pusich reported the results of the
attempts of his office to contact those affected, noting that
A& W appears to have adequate off-street parking, that Anderson's
TV and Appliance Shop supports the proect as proposed; that Benz
Delicatessen has not been open and it has been impossible to con-
tact the owners, and that the owner of E1 Matador Restaurant be-
lieves that the loss of two on-street parking places would cause
him to be forced out of business.
In response to request for ustification of elimination of the two
parking spaces, Mr. Pusich advised that the State believes its
concerns about the intersection involved will be relieved by the
proposed added traffic lane and observed that the State will re-
view the matter following the trial period and might then be
willing to restore the parking places, depending upon experience.
Mr. Pusich also advised that several intersections were reviewed
with the State, and the City's recortonendations were accepted for
all others, with final CALTRANS approval contingent upon two
changes, one of which involves the eltmination of two parking
spaces. Mr. Fales confirmed Mr. Pusich's statements.
Discussion followed and Mr. Fales and Mr. Pusich commented and
replied to questions concerning changes which might occur fol-
lowing the 18-month trial period; the State approval required in '
order to insure receipt of the approximately three million dollars
in funds controlled by the State for the E1 Camino Real Proect,
whether bicycle lanes will be affected; whether the loss of two
parking spaces will have any signficant affect on business in
the area; the success of the Downtown Proect in spite of the
loss of some parking spaces; and the desirability of adequate
off-street parking for certain business operations.
MOTION Councilman Barrett moved, seconded by Councilman Leipzig,
to accept the two recormnendations of the State with regard to the
E1 Camino Real Pro,7ect, involving the Whipple intersection and
the section of E1 Camino Real between Harrison and Jackson Streets,
for the purpose of obtaining State controlled funding of the
Project.
The motion carried by maority voice vote. Mayor Weymouth re-
quested that the "No" vote of Councilman Rhodes be recorded.
(MINUTE ORDER N0. 76-47)
Com rehensive Em lo ment Trainin Act
CETA Title VI
City Manager Fales referred to his report of February 19, 1976
regarding the agreement with the Bay Area Urban League for ad- '
ministration of the subect Act.
-6-
Reg Mtg.
2/23/76
.r
