2'� o` <br /> Discussion continued and Mr Fales, Mr Hansen and Planning Director <br /> Schroeter coimnented further and replied to questions concerning <br /> details of the nine points in the Appeal; the structure of an en- <br /> vironmental impact report; the height limitations in the Zoning <br /> Ordinance with regard to the site of the proposed station; the � <br /> statement in the staff report that "negative impacts will continue <br /> to outweigh the positive impacts" regardless of attempts at miti- <br /> gation of the negative impacts by the Company, the fact that certain <br /> decisions lie with the final decision maker in connection with the <br /> use permit which will be needed for the project; whether the Con- <br /> clusion of the Planning Commission and the Council consideration <br /> of the Appeal of it at this time are useful actions, since no <br /> specific pro�ect �s before either body; the fact that the Conclu- <br /> sion and any Council determination with regard to the Appeal become <br /> part of the EIR; and whether alternate sites have been considered. <br /> (The Council recessed from 9:00 to 9:08 p.m.) <br /> Lengthy discussion continued and Mr. Schroeter, Mr Fales and Mr <br /> Schricker cortunented and replied to questions regarding the fact <br /> that the Scavenger Company is required to pay for the EIR prepared <br /> by Metcalf & Eddy for the site owned by the Company, but cannot be <br /> expected to pay for studies of alternate sites; the fact that the <br /> Port is public property and consideration of it as a site for the <br /> transfer station would require detailed study also; and the desire <br /> of Council that appellants and other citizens involved should be <br /> heard on material presented at a public hearing. <br /> Roge_r �Posch, 659 Teredo, stated that the Redwood Peninsula site <br /> propose3 for the transfer station is unacceptable to him, suggest- � <br /> ing it would be too close to the residential area of Redwood Shores <br /> and odors and noise would affect the residents adversely. Mr <br /> Posch suggested the transfer station be constructed at the Port. <br /> Ron Mac uarrie, 558 Keelson Circle, stated he believes the negative <br /> impacts re ating to the transfer station can be mit�gated so that <br /> the station would be acceptable on Redwood Peninsula, but suggested <br /> the cost to do so would be excessive. Mr. MacQuarrie suggested the <br /> Port area would be a preferable site for the station. <br /> Mayor Weymouth invited anyone else present who wished to speak to <br /> do so No one present wished to speak <br /> MOTION. Councilman Barrett moved, seconded, by Councilman Norris, <br /> to close the public hearing. <br /> The motion carried unanimously by voice vote. <br /> The public hearing was closed at 9•34 p m <br /> Discussion followed and Mr Schricker commented regarding the appro- <br /> priate Council action <br /> ' �� MOTION• Councilman Henderson moved, seconded by Councilman Norris, <br /> to re�ect the Appeal of the San Mateo County Scavenger Company � <br /> contained in their letter of January 13, 1976 and support the <br /> Conclusion of the Plam m �g Cormm ssion regarding EIR 75-07 relating _ <br /> to a proposed pro�ect to construct a solid waste transfer station <br /> on Redwood Peninsula, with the exception that the last phrase of <br /> the final paragraph of the staff report �ncorporated in the <br /> Conclusion be stricken. <br /> -4- <br /> Reg.Mtg. <br /> 3/1/76 <br />
