2, 9 �.. <br /> � � � <br /> ADDITION TO MOTION At the request of Councilman Barrett, Council- <br /> man Henderson, with the consent of her second, deleted "some of" <br /> from the final paragraph of the staff report. <br /> � (NOTE The Planning Commission action transmitted to Council on <br /> January 21, 1976, on the sub,ject item was to "adopt the additions, <br /> deletions, modifications, and staff recommendations for conclusion <br /> to EIR 75-07 as modified." The staff report with the first para- <br /> graph modified by the Plam m �g Commission and the final paragraph <br /> modif�ed in the City Council motion above �s as follows• <br /> "The proposed development will have both adverse and positive <br /> impacts on the environment. The adverse impacts of the pro- <br /> posed Solid Waste Transfer Station vary in character, with the <br /> most noticeable one being the traffic which wtll be generated <br /> because of use by local residents on the weekends and the <br /> number of trips made by each of the San Mateo County Scavenger <br /> trucks in order to dump the many loads each day The structure <br /> which will be used to house the dumping facility will be approxi- <br /> mately 60 feet in overall interior height, with 42 feet of height <br /> being above grade, constructed out of inetal, and will not have <br /> the character of other tall buildings, because of its height, <br /> which cannot be properly screened Plant materials proposed <br /> as screen�ng are expected to reach a maximum height of 30 feet <br /> due to the alkaline soil conditions. The visual impact of the <br /> structure will be seen from a great distance Noise will also <br /> be noticeable, because of the amount of traffic using the <br /> facility. The proposed use will eliminate 18 acres of open <br /> , space in the area. <br /> "Additional impacts include odors which may occur on Sundays, <br /> because there will be no delivery to Ox Mountain during that <br /> day, and garbage will be standing until Monday morning Debris <br /> which may be blown out of the building, such as paper, could <br /> have a blighting effect on the surrounding neighborhood and <br /> sloughs. Oils and other excretions from raw garbage cannot <br /> be completely controlled, which could cause additional pollu- <br /> tion in the surrounding sloughs It is assumed that careful <br /> control means could be initiated to partially or completely <br /> -� mitigate the possible adverse impacts resulting from odors, <br /> debris, and oils and other excretions <br /> "The positive impacts of the proposed facility include a more <br /> centralized dumping site location for the County; the addition <br /> of ornamental landscaping in the form of vegetation on the <br /> proposed site; the recycling of some materials where presently <br /> almost no recycling is being done at present; a reduction of <br /> miles traveled by the San Mateo County Scavenger Co.; and the <br /> reduction in cost of hauling garbage to Ox Mountain if it is <br /> to become the future dumping site for the County. <br /> "The proposed Transfer Stat�on does conflict with the Proposed <br /> General Plan as adopted by the Planning Corrom ssion. The nature <br /> , of uses proposed in the General Plan are commercial in character. <br /> The Garbage Transfer Station is rtrore related to heavy industrial <br /> type uses, mainly because of the traffic generated by the use <br /> and the nature of equipment required for this operation. <br /> "The negative impacts of the proposed pro�ect outweigh the — <br /> positive impacts If mitigatton measures are taken as recommended <br /> in the EIR, the negative impacts will be reduced.") <br /> _ Reg Mtg <br /> 3/1/76 <br />
