3�0 <br /> time of annexation of areas containing substandard streets, the <br /> residents are advtsed that if the streets are to be maintained <br /> by the City, then the residents must pay for improvement of their <br /> own streets �ust as all other residents of the City have done, and <br /> that the City wtll then accept the standard streets and maintain <br /> them. If the residents choose not to improve their streets, then <br /> the City has no responsibility to maintain them. , <br /> Director of Public Works Pusich advised that a tentative parcel <br /> map for a four-iot subdivision has been approved for the end of <br /> Toyon Way, and that the developer can do the street work as part <br /> of the subdivision and include the work in the cost of the houses, <br /> or an assessment district can be created to construct the standard <br /> street improvements, but that the vacation is required now in <br /> order to permit the work to go ahead at a later date. <br /> Discussion followed and Mr Fales, Mr. Pusich and Mr �`indal <br /> commented and replied to questions concerning the City's policy <br /> with regard to acceptance of substandard streets in annexed lands. <br /> �4ayor Weymouth asked if anyone else present wished to speak. No <br /> one in the audience wished to speak <br /> MOTION Councilman Barrett moved, seconded by Councilman Norris, <br /> to close the public hearing <br /> The motion carrted unanimously by voice vote. <br /> The public hearing was closed at 8 05 p m. <br /> MOTION• Titles having been read, Counctlman Norris introduced <br /> the following resolutions and moved, seconded by Councilman ' <br /> Rhodes, the adoption of the following resolutions <br /> RESOLUTION NO 7575 VACATING AND ABANDONING EASEMENT fOR <br /> DRAINAGE AND SEWER PURPOSES IN LOT 13, BLOCK 20, "HIGHLANDS <br /> OF EMERALD LAKE SUBDIVISION ONE", REDWOOD CITY, CALIFORNIA <br /> RESOLUTION NO 7576 ABANDONING PORTION OF TOYON WAY IN THE <br /> CITY OF REDWOOD CITY IN ACCORDANCE WITH PART 3 OF DIVISION 9, <br /> STREETS AND HIGHWAYS CODE OF THE STATE Of CALIFORNIA <br /> and that the City accept the offer of dedication of certain <br /> real property for street purposes <br /> (MINUTE ORDER NO 76-74) <br /> The motion carried unanimously by roll call vote <br /> Public Hearing (Informational)- <br /> 1976-1977 Communit Development Block Grant Allocations <br /> City Manager Fales referred to his report of March 19, 1976 trans- <br /> mitting a draft application for the sub�ect grant and to his report <br /> of April 2 attaching the draft as revised in response to comment <br /> from ABAG and HUD. Mr Fales called attention to the fact that , <br /> informational public hearings are being held on April 5 and April 12, <br /> and noted that Council must take action on April 12 in order to <br /> meet the filing deadline for the grant which ts April 15, 1976 <br /> -3- <br /> Reg.Mtg <br /> 4/ 5/ 76 <br />
